Yes you do. Because the driver has to pay the cops 50 baht to wait there. He will charge you a set fare. Otherwise he will be out of pocket. Best option is still to join the queue if its not very long.
ehh no you dont. You take a cap that just stopping. They are not allowed to stop there for a longer time so NO you do not have to pay for the MP and you should not, tell him to bugger off in a firm tone.

I have done this at least 15 times (get a cab from departures). Not ONCE has a driver not put the meter on, or tried to charge me a set fare. I usually look for a newer taxi arriving into the departures area, but even the ones who are sitting there (probably just dropped someone off moments before I walked out) have always put on the meter.

Your advice is crap, dude. Your cab advice is going to get some newbie either jacked, robbed, or taken advantage of. This is the newbie section, so lets make things as simple as possible. The whole phone thing doesnt really work unless you speak some decent Thai.
Here is one of my last conversations from BG's from Baccara:
BG Calls: Hello
Thug: Hi babe
BG: What ya doing
Thug: Just Got done banging this stupid ho, now I am Waiting for you.

You might be able to catch the airport bus which is only 100 baht. It is easy to reach and has space for your luggage. Also, you might want to pay a visit to K and S Pharmacy on Sukhumvit for some tadalis/cialis/viagra/penegra if you are going to be working the little guy overtime.

What to take care of 1st depends on what time you land. For example, the money exchanges close at about 5 pm (or was it 6 pm?). My China Air flight lands at 3:50pm, so considering baggage, customs, taxi line, etc. I won't make it to $$$-xchg. Best case I figure 3 girls the 1st night, one at a time, plus fudge factor - about B6000. So I got to cash $150 (USD) at the airport for some baht. The exchange rate suks, but better than the hotel x-rate.
If I land at 11pm like my last trip (and pay for a wasted extra night), just need baht for the taxi and go to sleep. I didn't want to risk picking up a ladyboy in the Nana parking lot.
