My second thought is this:
Yes, "up to you" is a good advice. Quote a price, if she does not accept, go on...
However, it is somewhat fruitful to discuss "expected" prices, in general (all girls are different).
My feel is this:
Soi33: Gets a bit expensive because of the hign barfines (the girls are happy with less..)
Gogos in Nana / SC: Most girls would go for 2000 baht LT (that is my starting price, I hate to haggle).
Soi 5 (Beer garden) : Impossible to know. All kind of girls frequent this place.
Other Sois: Soi 13, Soi22: My experience these girls do not get taken out that often, so they go for less.

Some are, some certainly are not. Lollitas = BT 700 a toss - up from 600 = 17% increase... and only the same results!
Lady drinks at Baccara = BT 120 a drink... up from 50 baht last year.
It seems all the girls are quoting BT 2000 short time now. Or maybe it is just for old, bald, fat guys.
I suppose I may want to consider shaving my nuts if that will help bring prices down. Of course that leaves my hairy fat a** looking even more strange.

I visited Baccara when I arrived a few weeks ago. Bought a cutie a drink and engaged in the usual intellectually stimulating conversation. It was still early, and I thought I might visit a few more bars, but inquired about her long time services out of curiosity.
"4,000", she says.
Hey, she wasn't that cute. I was stunned, and responded "Well, I usually pay 2,000".
"Come On!", she says, points her nose up in the air, and walks away while the service girls join me in a hearty round of laughter.
Is this a Baccara thing? I found a nice girl in Cowboy2 for 2000. I mean, this girl was acutally insulted by what I thought was a very reasonable proposition.

You should do what I do and just laugh at them when they give such prices and look away.....99% of the time there will be a quick "OK, how much you want to pay" and I usually say 1500.
Then if they don't like it, I just shrug my shoulders while maintaining my big smile of laughter and look away again. Depending on the girl I may negotiate up to 2000.
I've only taken one gal from Baccara and I didn't pay anything but I bought a hell of a lot of drinks.....so I probably paid in excess of 4000 anyway 
Will be popping in next week so I will do a couple of price comparisons inside.

Not sure about Baccara, but I was in a bar in Cowboy last September with my nephew, and the girl he had his eye on wanted 4000 for ST - I just looked at her, smiled, and asked her if we look Japanese? She insisted, so I explained to my nephew, in front of her, that there are plenty of better looking ones for much less - turned back to her, 'mai pen rai'd her, and we turned around and walked out.
She came running after us and would have settled for 2000 - but remembering what I read on here about the lack of quality of renegotiated prices, we just kept walking, and I told her 'next time, maybe'.
Similar thing also happened when I was there last time with my work-buddy, and the girls kept quoting him 4000-range rates because they thought he was indian. Once we squared away that he was from 'Amereka' the prices dropped as well
So, could be a variety of reasons. Generally, if I feel the girl's too venal and greedy, I prefer to just move on. So far, there's always been something better around the next corner.
