It's Surin Khmer. They use the Thai word for "to like" (chhop) and niang means "miss," or "young girl," standard form of address in Surin Khmer for women younger than oneself. So chhop niang = "I like you" (when said by a man to a woman)

Vox is probably right on this. A more commonly heard phrase in Khmer is (what is it) salang niang--love you (young lady). If it was nieng (or niang, or more accurately ngieng) "horny" as BK suggested, it would simply be pronoun + adjective, eg: chun ngieng (I'm horny).

Then again, as an afterthought, not knowing the ontext, some Thai might actually have said chop ngieng, meaning I like horniness; though the grammar would not be correct, Thai are pretty flexible about that.
