In the UK apostrophes like those in the examples you quote are referred to as "Grocers' apostrophes" (because they often appear in the signs of greengrocers ) The one case where apostrophes are used to denote plurals (in most UK publications at least) is to remove ambiguity, e.g. in the phrase "mind your p's and q's". Dodgson had some interesting ideas about the use of apostrophes...

What do I know? I can barely speak English. But I think that is wrong. If more than one Jones owns a bakery it would be Jone's bakeries. The plural comes in bakeries. As for Jones's bakery.... I have never seen the use of s's. I also think it is wrong. Any of the guys that REALLY know the language care to clarify? It would be either Jones' bakery or Jones' bakeries
