If I understand your parameters...
Open a regular operating 'US Dollar/Thai Baht' account (if those are the currencies you're moving around), in an international bank or in a Thai bank, although a Thai bank/card account may require having a Work Permit. That way you can deposit, or your recipients withdraw, in either denomination.
Have ATM, or VISA, MasterCharge, debit cards, or etc., issued by that bank in the names of each of the card recipients, in one account for all cards or in separate accounts for each card, however needed. The cards could be issued with zero Available Credit Limit if so desired.
Since the bank transfers from your operating account to the card account (s) are internal they should be free of charge.
The money is transferred to cards generally within 24 hours.
There should be only normal credit card cash withdrawal fees, and no fees if used for purchases.

Well, the plot thickens...
So far, I like the idea of giving a trusted friend my ATM card, and letting him do the disbursement, but it would be a major hassle for him, without much compensation.
Without a work permit, a number of other issues crop up, too...
I may have to re-think the whole thing.
Anyway, thanks all who responded - I hope it was useful to at least one or two other members.
