Maybe, maybe not. I really think asking the girl would be better. It's really a matter of how comfortable the girls are with each other, and that boils down to girls who are friends or at least familiar with working together.
For tourists, a scaled down formula/guideline would be go to a place where you think you are comfortable with the looks of the gals and the prices of the establishment. Pick a girl you like. Go to pay at the counter and then ask her right before the time card is stamped,... who in the fishbowl or sideline couch are you friends with? Have her point her out to make sure you're okay with her looks. Then tell the papasan that you'll be taking both for a round. Simple as that really.
The problem with asking the papasan first is that he might just pick two girls at random who are on his cheer cards, basically that stack of cards all of them carry to make sure that 'work' is somewhat fairly distributed so that none of the workers go with too little work and end up quitting. It's not like he needs to impress you as he knows you are a tourist and unlikely a repeat customer.
