I asked the same thing at J1 once. They said they pay a "quota" to the police so, they know when the cops are coming, so to speak.
I also asked the same thing at one ST Hotel in Patpong. They said exactly the same. That's why no problems are seen when you are with an underage b-girl/GG-girl....Unfortunately, I got a sad experience with one TG from Queen Castle 2 I think. Yeah, I've run into the same situation before too (perhaps a dozen times) with a girl I thought was 18-20, but turns out to be 16 or 17. There's nothing you can do about it (except try not to do it again).

You can do the best you can to avoid obviously underage girls or girls who seem too emotionally immature to be in the business. To be safe this unfortunately means you should avoid places that are known (by you) to employ underage girls.
If you do that then at least you have the moral high ground. That won't necessarily help you in a court of law, however.
