I think that you were unlucky Michelangelo.
Any establishment is a bit of a lottery. Depending on when you go to any place, the girls range from below average to stunning.
I have found that Annies is a very well run place. I also prefer Annies because it is run by a woman. She does look after the girls.

For real bad service no tip, and complain to the papasan, or mamasan.
For real good service tip up to half of the rate you are paying is a good amount. Most would consider this too much, but it is a good top number to go by.
