first I apologize for this question but I tried some word searches and didnt come up with anything but in bkk what time does the MPs open Ive got to start early if I want to hit all the places this trip

Short answer: Usually around noon. Sometimes as early as 10AM or so.
Long answer: If they have any girls available, you can get MP action any time. On more than one occasion I was strolling past a vacant-looking MP and the papasan came running out to assure me it was indeed open and ready for business. Just because there are no cars or lights on doesn' t mean it's closed. If you have a specific time in mind, you can simply call ahead and "reserve" a girl for whatever time you want (within reason).
Just remember, the MP girls are like any other girls - you do NOT have to visit the MP every time you want to see them. Simply get at least one massage at the MP and then ask for their phone number. In most cases they were willing to fork it over. If you don't speak Thai, then you might consider having somebody else call them for you and translate the details.

While staying at The Emerald Hotel, I wanted to setup an outcall massage session with one of my MP regulars. I had gotten her cell number and called her myself to set everything up. However, when I spoke to her it was soon rather obvious that we were not able to understand each other quite enough to square everything away.
So, I went down to the concierge desk and asked one of the gentlemen there to call this girl for me and translate my intentions. At first he asked a few questions, but then he did in fact call her, on his own cell phone no less. He translated everything we needed to discuss and even provided his opinion on whether or not I was getting a good deal compared to other MP girls. I eventually concurred with his appraisal and agreed to a 3-hour session.
That evening I arrived back at the hotel a few minutes late after visiting yet another MP regular, but to my surprise the girl was indeed there waiting for me.
Returning to the original question, I really don't know how much I paid for this assistance. I'm pretty sure the concierge did not do this for free, but I certainly didn't pay him anything directly. So, at some point early in the conversation he must have proposed his cut to the girl.
In any case I think it goes without saying that if you really want to maximize your buying power in Thailand you really need to learn a decent amount of Thai. Otherwise you'll be paying unknown sums of money to people you never really intended. However, I try not to sweat the small stuff and this guy certainly deserved whatever the girl was willing to give him.
I was normally a massive tipper in Thailand, but on this occasion it slipped my mind. During the rest of my stay I tried to keep an eye out for the concierge, but never saw him again. Needless to say, when I explained what happened to my friend he was shocked I was able to get this kind of service from the hotel. Since I was such a newbie, it didn't quite occur to me how absurd a request this was. I'm not sure I'd recommend this to anyone else, but it did work for me.

I must admit my first spluttering of thai was to be able to ask how much and be able to count and understand Thai numbers along with yes and no and Too expensive.
Whilst I only have a small smattering of Thai this has probably been the most useful part.
Also must add speak slowly has come in handy.

According to my experience quite a few girls have an agent and to get a date with the beloved chicks after working hours is kinda difficult but not impossible. Currently, I have one from EVITA and another one from J1 and only could see them at their rooms after 02:00 and while the other 2 or 3 room-mates are not around. Sometimes we make parties and interact with the, which is also nice but that's another story. Most of these chicks managed by agents are allowed to leave their apartments only once after checking in. The agents are checking on them regualrly and those bastards might be nasty people sometimes. Thus, I don't push the girls for meetings at all. I just say HELLO everyday and they call when a party is needed or when the room mates are away with other darlings....
There is also another group of girls who are working on their own i.e. sideliners, models. These girls happen to be the wealthy ones of the MPs. Most of them go and come to the MP as they please and -in most cases- there is no agent to control their personal life before/after working hours. So many of these chicks got part-time jobs (day time jobs) or are even University/College students so that they are able to "hide" their night activities very well from their neighborbood, if that is needed.

What time does the MPs open?
This depends on the MP. Few of them are open as early as 13:00 and others have an empty bowl around 15:00. Catherine MP has always a full fishbowl at 16:00 hrs (my own experience) for instance. Likewise, most of the girls are going one or two hours before the official MP OPENING TIME in order to get the make up and bath shit done, etc. They can be certainly contacted throught the MP very early if you want but IMHO the best bet is to BOOK them in advance as their first round of the day. This is perfectly poossible and just need a phone call and a nice tip to your regular papasan. Just my two cents....
