Sorry for sharing this so late guys.
For the past 4 months, at the new serviced apartment building on the corner of Sukhumvit and Soi 23, they have been having a daily Lunch Buffet for B99++ which works out to B117.
The Buffet consists of :-
- Salad (the usual vegetables & dressing + cold cuts of meat +Russian Salad or Caesers Salad ).
-A delicious and wholesome soup +rolls & butter.
-4 Thai dishes + 3 Continental dishes+2 Chinese noodle &soup dishes.
-Dessert ( Thai desserts + various fruit + ice cream ).
The restaurant is on the 11th. (?) floor and you get a great view of Sukhumvit or Soi 23 and great expanse of Bangkok while you are enjoying your meal.
The food is very good and tasty, the service is great and the whole set up ( crockery, cutlery, table cloths, etc. ) is like eating at a 5 star hotel - or at least a 4 star hotel and all for B117.
Best of all it is in the midst of punter-land (bang near Soi Cowboy & Asoke Corner, walking distance to Barons, Sazanka, Soi 33, etc. ).
The Buffet operates from 11a.m. to 2 p.m.
(DISCLAIMER : Although this is an Indian owned building, I do not have any share in it nor do I get any commission !!! ).

You cheapskate - I thought you were going to give me a slap-up lunch or dinner at a 5 Star Hotel !!!!!!
Me and my big mouth - now I have to settle for the B117 Lunch Buffet !!!!
Just kidding, Moke. Anytime you are in Bangkok just PM me and we can meet for the B117 Lunch Buffet.
BTW it is just around the corner from my office building - so it's very convenient for me.
P.S. An up-date.
(1) Dr. Love is right - the name of the Building is Jasmine.
(2) They also set menus ( Thai, Western, Japanese ) for dinner at B69 to B89+++. But I have never tried these so I cannot give any recommendation. However going by their Lunch Buffet I would think that these set-menus would also be a good deal.
(3) Jasmine also has very good serviced apartments - please see my post in the Thread "JW Marriot or LandMark" under the topic "Hotel Issues".

UP-DATE.
For those who are interested :-
The Jasmine Buffet Lunch has a new deal for the month of April ( 1st. to 30th. April 2004 ).
- Lunch Buffet - B163 nett per person which is B46 higher than the earlier price.
BUT - they are offering a "4 eat - pay for 3" option which would work out to B123 nett per person ( i.e. only B6 higher than the earlier price ).
The ambience, quality of food and service, number and type of dishes remains the same as mentioned in my original post.
