i never knew there was regular rate anyway.
from what i hear,they just try to get what they feel you will pay.
that's why i always got my friends to agree the price beforehand.
if they felt the price was too much,they would tell me and we would move on to another one.
motorbikes maybe dangerous but so is getting up in the morning.

New tuk-tuk rules make no difference
Recently I had to take my car for servicing, which meant leaving it at the garage in Phuket Town for the day. I did not mind as I had decided to use the new metered taxis that are parked nearby.
Before going to the garage I stopped at the taxi rank and asked for someone to pick me up and take me to Patong. The drivers told me none of them was free for at least an hour.
No real problem, I thought. I grabbed a tuk-tuk, paid 200 baht and arrived at the office in Patong, dirty and nauseated from exhaust fumes (you know the feeling).
On arrival at the office I gave my secretary a business card that one of the taxi drivers had given me and asked her to book a taxi to pick me up from the office in Patong at 4 pm and take me back to the garage.
I could not believe it when she said the company had told her that while the drivers would take a passenger to Patong, it was “too dangerous for both the driver and passenger, to pick up in Patong”. Unbelievable.
I flagged down a couple of passing tuk-tuks to see what price they would charge me for Patong to Phuket Town (I speak Thai, by the way). The answer was 350 baht, nearly double what it cost me the other way.
I asked if that was the set rate, and was told “Yes.” There were no notices in either tuk-tuk showing the new rates.
It looks as though the Patong tuk-tuk mafia can still do whatever they like, regardless of the new regulations.

Nothing will ever be done about these guys as long as there is so much corruption in Thai Politics and even worse is the street level corruption, between the both of them the locals are not even spared. Even they pay exhorbitant rates, as SiamKid says there is foreign tuks tuks moving in on local tuk tuks so the situation does not seem to be getting better anytime soon, now I understand that ridiculous line up on Soi Bangla every night at closing time, thanks SiamKid for that update. I do my best not to ride in one. Nothing pissses me off more than to have my principles conflicting with my needs.. IE I need a ride home because I am half lit' to christmas, but damn If I will patronize a tuk tuk with my business.
I have found that two out of ten will negotiate anything worth talking about.
