It is 15 if you are THAI.
If you came from some other country. Say the BUSH USA then you better obey the laws of USA because you can be prosecuted according to them. As I have stated earlier and no one has refuted, I heard that the American government was paying Thai, Cambodia, etc governments for arresting americans for this. So if you are inclined to young chicks stick to a go go like classroom where the girls are 20- 25 and dress and wear their makeup to look like 18 year olds.

So, what is the law on this point? In the old days prostitution was not illegal but neither was gambling or opium and slavery was legal until only a hundred years ago (Have the Thais really moved on from this).
The first laws were introduced in Siam in 1928 with penalties for providing women for prostitution and living off immoral earnings, with higher penalties for being caught providing girls under 18 and 15 respectively.
Modern Thailand got its anti-prostitution law in 1960, which introduced fines or jail terms for the prostitutes and providers but not for customers. It also penalized owners of establishments which promote the sex trade but this has been side stepped by legally registering them as tea houses, massage parlours, hairdressers etc. To get the owners the police have to show that they promoted prostitution and as we all know, what you do with the girls is up to you. A little tea money each week on the basis of how many girls are working there will keep the police off their backs but occasionally the police will have to show their resolve to fight crime.
The customers finally became liable in 1996 when the law was amended but it is only illegal if the girl is under eighteen.
So what is the point I am making? Well, the customers are not usually liable and the owners sidestep liability which makes the working girl bear the brunt of the law.
