They can go to BKK, or they can go to their regional 'capital'. It costs between 500-1000 BHT (at least that's what I was told. I tried to get it with/for a friend of mine in BKK, but she ended up getting it in Khon Kaen. She said it cost her 1000, including expenses for the trip to KK (she lives in Udonthani).

My Thai wife had to extend her passport two months ago for 5 more years. We went together from Udon Thani to Khon Kaen too.
She had to fill a form, give two photos and her passport, show her ID card. The price for this extension was around 1,000 baht and as it cannot have been done on the same day (we arrived in the beginning of the afternoon), we have had to pay 40 baht more for the passport to be sent back home (which happened about one week later).

Edit: I just have discovered in the very useful link mentioned below by GIEVALI that only ONE photo (not two as she was asked) was needed! Perhaps the (male) employee in the Khon Kaen administrative regional office keeps some for his personal collection!!! Good position to start a fake matchmaking website including a false classifieds section with true pictures of Thai girls!!!

#2. The Passport.
Between the airport and Bangkok lies the city of Chaeng Wattahna and the Ministry of Forieng Affairs. AKA the place where your GF can get a passport in about one hour. All she needs is her ID card and about 1000 Baht. Oh ya....one other problem. She needs to be at least 20 years old. Now my GF is not 20 yet, she will be some day, so we had to get a form signed by her parents and notarized by an elected official. We were told that the elected official in Bangko (My GF lives in Bangko, NOT Bangkok, which is 3 hours north of Uttaradit. 10 friggin hours north of Bangkok.) works on Sat. morning and that the passport people would not take a fax of the document. So OK 10 hour bus ride to see mom and dad. I have been before so I know it sucks. We arrive Fri. night. Did I mention no A/C at mom and dad's house? Sat morning the Elected official does not come to work he is off at a corruption and grafft convention. So no paper. Now I would stay until monday except I have a resevation at a hotel in BKK for Sunday night and I don't like Bangko...No A/C. So Daddy says he will get the paper and come to bangkok by bus on Tues. morning. GREAT. Tuesday Morning Papa comes and we are off to Chaeng Wattahna for the Passport. Did I mention we had to pick Daddy up at the bus terminal at 6 frickin AM. Crap. We get to the passport place and apparently Mama has not signed the form the same way she signed her ID card. Now Mama is in Bangko which as you know by now is 10 fricken hours away. So no passport. Now Papa decides he will go back to Bangko and redo the form with the correct signature and come back to Bangkok on Fri morning. Which he does and we get the Passport. Did I mention I had to get up again at 6 friggin AM to pick Papa up at the Bus terminal......Argh

JJ is referring to - Ta Bein Baan - House Paper. Every Thai is registered to a house (baan). Useful word to know in Thai.
Your car & your motorcycle aslo have a Ta Bien - same but different. A Ta Bien Baan used to be a piece of B-3 sized paper - but now it is a blue booklet.
Registered is the key word. You are "registered" by your local ampur (district office). You meaning all Thai's & zero falangs.
100% of the time Thai government officials will want to see the original of her Ta Bien Baan. They might accept a notarized copy but the original will smooth things over.
Agree that Dad was a trooper to help out. His heart is in the right place. Glad it wasn't my big fat ass on that bus. I hoped you upgraded him to air con bus.

May be Franz Kafka once reincarnated as a homeless in TH. I understand the homeless without family or friends are not registered to a house = no have Bein Baan = "they are ghosts" as my TGF rightfully pointed out = for them no (new) id-card, no voting rights, no passport. They do not exist as citizens in their own country.
Some pretend that more than one of those ghosts gets physically eliminated alledgedly by reps of the economical c.q. political powers in place. Nonsense of course : it is impossible to eliminate a ghost since of course ghosts do not exist.
