APECí s Overall Goals and Objectives, Evolution and Current Status Hadi Soesastro APEC's Overall Goal and Evolution At its inception in November 1989 APEC was proclaimed as an informal intergovernmental process to promote economic cooperation in the Asia Pacific region. This is to suggest that APEC is a consultative forum. APEC will not engage in negotiations. Participation is voluntary in nature and decisions are non binding. However, the word informal has not been widely used since. The fact that it has fallen out of use reflects the growing acceptance of APECí s de facto institutionalization. APECí s institutionalization, despite thin and slow, characterizes APECí s main evolution. This reflects a common political will and readiness to involve in a regional process but that there still are concerns with the preservation of sovereignty. Institution and institutional processes ate accepted only in so far as they do not infringe on membersí sovereignty. It is a rather complicated task to develop effective cooperation under such circumstances. However, since this process is also driven by pragmatic considerations, some (ad hoc) practices such as soft negotiations that are inevitable in a peer review process, may by adopted. The challenge for APEC is how to balance membersí ideological positions with the need for pragmatism. In a smaller region, the Association of Southeast Nations (ASEAN) is constantly faced with similar institutional challenges. In January 1989, during his visit to South Korea, Australian Prime Minister, Bob Hawke, proposed a meeting of ministers from the region to discuss ways to establish economic cooperation at a government level. Indonesian Foreign Minister, Alatas (1994) argued that the successful inauguration of the meeting in Canberra in November 1989 could be attributed to a number of factors: the pragmatic approach on substantive areas of clear common interest amongst very diverse members; the sensitive consultations undertaken by Australian developing and preparing the concept. It should not be overlooked, however, that the dramatic changes in the regional and international political and economic environment have led governments in the region to recognize the necessary to establish an intergovernmental forum for consultation and cooperation in economic issues. The basic principles of Asia Pacific economic cooperation are contained in the Summary Statement of the Chairman of the Meeting, Australian Foreign Minister, Gareth Evans. They are as follows: (a) The objective of enhanced cooperation is to sustain the growth and development of the region, and in this way, to contribute to the growth and development of the world economy; (b) Cooperation should recognize the diversity of the region, including different social and economic systems and current levels of development; (c) Cooperation should involve a commitment to open dialogue and consensus, with equal respect for the views of all participants; (d) Cooperation should be based on non-formal consultative exchanges of views among Asia Pacific economies: (e) Cooperation should focus on those economic areas where there is scope to advance common interests and achieve mutual benefits; (f) Consistent with the interests of Asia Pacific economies, cooperation should be directed at strengthening the open multilateral trading system; it should not involve the formation of a trading bloc; (g) Cooperation should aim to strengthen the gains from interdependence, both for the region and the world economy, including by encouraging the flow of goods, services, capital and technology; (h) Cooperation should complement and draw upon, rather than detract from, existing organizations in the region, including formal intergovernmental bodies such as ASEAN and less formal consultative bodies like PECC; and (i) Participation by Asia Pacific economies should be assessed in the light of the strength of economic linkages with the region, and may by extended in future on the basis of consensus on the part of all participants. APECís overall objective and basic design were given in the above summary. The ASEAN members of APEC have had a great influence in defining APECís overall goal and the modality of achieving those goals. This was particularly true at the time of APECís establishment and the early years of APEC when an ASEAN caucus was in existence. Following the establishment of APEC, in early 1990 ASEAN foreign ministers met in Kuching (East Malaysia) and produces the Kuching Consensus to reiterate the principles of ASEAN participation in APEC. This could have been necessary because some ASEAN members, Malaysia in particular, were still very concerned about the possibility that the process would overwhelm ASEAN and its members. These principles are: (a) ASEANís identity and cohesion should be preserved, and its cooperative relations with dialogue partners and third countries should not be diluted in any enhanced APEC; (d) An enhanced APEC should be based on the principles of equality, equity, and mutual benefit, taking fully into account the differences in stages of economic development and socio-political systems among the countries in the region; (c) APEC should not be directed towards the formation of an inward-looking economic or trading bloc but, instead, it should strengthen the open, multilateral economic and trading systems in the word; (d) APEC should provide a consultative forum on economic issues and should not lead to the adoption of mandatory directives for any participant to undertake or implement; (e) APEC should be aimed at strengthening the individual and collective capacity of participants for economic analysis and at facilitating more effective, mutual consultations to enable participants to identify more clearly and to promote their common interests and to project more vigorously those interests in the larger multilateral forums; and, (f) APEC should proceed gradually and pragmatically, especially in its institutionalization, without inhibiting further elaboration and future expansion Ravenhill (2001) was of the opinion that ASEAN is role later diminished when ASEAN members of APEC were no longer caucusing.

The European Union is to be used as the Asian Union model. 4) The succession is to go ahead as normal but will be changed if 'The International Powers that Be' deam the candidate inappropriate. 5) DisneyLand The Disney Corporation will build a Thai-Disney World in a sutable location. Any 'sex-for sale activities near this area will be closed down permanently. 6) The 'OUTWARD SHOW' of sex-for-sale will be deemed illegal for the purposes of this loan and during the loan period. Failure to comply will invalidate the National Loan from the International Bankers. 7) Any unrest amongst the populace is to be put down and a police state instigated until 'calm' is assured. 8) Thailand will follow the 'Singapore Asian Model' as closely as possible. 9) Cheap loans are to be provided for the farming community with their land as security. 10) Prostitution is to be illegal and enforced within the public arena. 11) Any break-away nationalistic Thai group is to be dealt with severely. 12) Cheap loans are to be provided for an improvement in the general education. Further schooling loans are to be provided at an affordable rate for the average population. 13) Cheap loans are to be provided for small businesses at a preferential rate of interest. 14) Tourist taxes and visas are to be increased dramatically. 15) The Thai Baht will be artificially supported against World currencies. 16) Any political rebellion from within from the leadership against the 'Conditionality Rules' and Thailand will be subjected to a threat from an unamed foreign power. 17)Thailand will be deemed responsible in Asia for:- a) 'Food Production' b) Unamed Multi-corporate clothing production. c) Furniture production. d) Holiday Resorts. 18 All other production is to limited or denied.
