Report from The Nation dated Thursday 18 January 2007 :- Man arrested, fined for distributing map of "Bangkok dangerous spots" ==================================================== A company worker has been arrested for distributing copies of map highligting 32 areas possible bomb targets, police said. Chanantaporn Chuatoluang, 41, a driver of Sinthorn Building in Bangkok's Lumphini district, was arrested at 1 pm Wednesday. Police said Chanantaporn forwarded emails, which was attached with map highlighting 32 areas of possible bomb targets to several persons. The 32 spots are located in Bangkok's Pathumvan district. He also printed out the map and handed out copies to friends and relatives and gave a copy to a public relations officer at the Sinthorn Building on Friday. The PR official became panic and faxed the map to many recipients. Police said Chanantaporn also handed out copies of the map to taxi motorcyclists, who became frightened and alerted the Lumpini police. Police charged him with creating disturbance and frightening the public and fined him Bt1,000. He has been released after the fine.

Report from bangkok Post dated Friday 18 January 2007 :- Bangkok starts Big Brother CCTV project ============================== At least 1,628 spy cameras are to be installed across Bangkok, as part of a security plan cobbled together after the New Year's Eve twin bombing waves that killed three people. The city administration's plan to install security cameras at 1,628 locations across Bangkok is taking form. The move is part of measures to boost security following the New Year's Eve bombings in Bangkok and Nonthaburi. Bangkok Governor Apirak Kosayodhin had invited suppliers of security camera systems, including Genius Co and True Corp, to give details of their devices before bidding opens, a source said. Deputy Bangkok Governor Panich Vikitsreth said the first installation phase would cover 504 locations within 4-6 months. Priority would be given to risk spots such as pedestrian bridges, areas around Sanam Luang and BTS skytrain's Mor Chit station. The cost for the first phase is put at 66 million baht. Ratthapol Meethanathavorn, deputy city clerk, said the BMA would propose that state and private agencies coordinate to avoid redundancy. It would soon raise the matter with the cabinet. A source said the city wanted an advanced system which could link with other surveillance networks.

Report from bangkok Post dated Friday 19 January 2007 :- Buildings need to be prepared for bombs - Experts suggest safety measures ============================================= Security experts say managers of large buildings need to more strictly monitor people who come and go in order to prevent terrorism. Managers must identify high-risk areas both in and outside their buildings, says Surathien Jaktharanond, a former managing director of the developer SC Asset Plc, who studied terrorism prevention extensively after the Sept 11, 2001 attacks in the United States. High-risk zones usually have no security coverage, he said. They include areas surrounding buildings, parking lots, restrooms and fire exits. ''The management should clean and clear sanitary areas all the time in order to separate suspicious subjects as early as possible,'' he said. The building management team also must regularly check closed-circuit TV installations to be sure the units are properly maintained. In addition, any areas that contain fuel should be watched. ''To prevent bomb placement, the building must be checked frequently,'' he said. ''Reduce the number of [waste] bins or use smaller-sized bins. Increase the number of security staff in an alert time.'' In each building, he recommended that a clear command structure always be in place to respond to threats or emergencies. The top three periods when bombs usually are placed are during rush hours in the morning and evening, and at midnight. Tyres should be on hand to surround a bomb and reduce its impact. Mr Surathien said purchasing power in shopping malls was reduced by as much as 50% after the Dec 31, 2006 bombs, but there was no immediate impact witnessed on tourist arrivals. However, the medium-term impact on the country's retail and tourism sectors will depend on how capable the government and private sector prove to be in handling bomb threats. ''Experience shows that there is usually a repetition of co-ordinated bombings,'' he said. Police Lieutenant Colonel Threrachart Theerachartthamrong, commander of Arintharat Unit 26, gave some suggestions people could use in case of a bomb threat. The person who answers the call from a potential bomber must stay calm, let the caller speak uninterrupted, and either write down or tape-record the call, he said. ''If the caller makes a conversation, ask where, when, why the bomb is placed and how the bomb works,'' he said. Suggested procedures for dealing with a bomb threat include informing building staff who are designated to handle a bomb, as well as police, he said. In addition, building managers should prohibit outsiders from entering the area, put a sign showing the danger zone, place objects surrounding the bomb to reduce the impact, open all doors and windows, evacuate people in the building, and move flammable materials.

Report from Bangkok Post dated Saturday 20 January 2007 :- JI planned Bangkok bombings ======================= An Austrlian news report this morning says that some Thai intelligence officers believe that the regional terrorist group Jemaah Islamiyah and southern separatists planned and carried out the deadly New Year's Eve bombings in Bangkok. "[O]peratives of the regional terror network Jemaah Islamiyah were directly involved in the New Year's Eve bombings in the Thai capital that left three dead and 40 wounded," said a report in The Australian newspaper this morning. The newspaper, in a story datelined Bangkok by reporter Ron Corben, said the bombing plot originated in meetings last month in Kuala Lumpur and in Narathiwat province between agents of JI and Pulo, the Pattani United Liberation Organisation. The news story directly quotes what it says are Thai intelligence reports which draw a direct link from JI and southern insurgents to the Bangkok bombs. "Masae Useng, the head of the Jemaah Islamiah in Narathiwat province and Ruslan Yumuraenae, the commander of the Pulo Sabotage Unit had met in the (informant's) home in Kuala Lumpur towards the end of December 2006," the newspaper report quotes the paper. Bomb materials came from Cambodia, the newspaper said. The purpose of the bombing was to "commit acts of sabotage aimed at intensifying the dispute between the Government and the former regime," the report said. "Such attacks would provide a significant boost to Separatist Front morale and would put the Siamese infidels off balance." The commander of the sabotage unit was Lohmueli Yusoh, alias Rusdi Pohseng, a 38-year-old former Communist Party guerilla who had received military and sabotage training in Libya in 1983. Authorities have offered a one million baht reward for Rusdi's arrest. Ten "foot soldiers" - young insurgents - working in Thai restaurants in northern Malaysia were selected to plant the bombs. Intelligence sources said the bombings were instigated by supporters of the former Thaksin administration during a meeting in late November on the Malaysian resort island of Langkawi.

Police sources the 15 persons were not charged yet but were detained under the martial law. The raids in Bangkok, Nonthaburi, Lop Buri, Nakhon Pathom, and Suphan Buri took place at about 6 am. The sources said the detained persons included Lt Col Suchart Khadsungnone, an officer of the Special Warfare Command from Lop Buri and Pipop Juengluang-on, 50, the organiser of a van passenger service in Bang Bon district as well as Col Surapol Supradit. The sources said Surapol was suspected of being the one who assembled the bombs used in launching eight attacks in Bangkok on New Year' Eve. Prime Minister Surayud Chulanont said Saturday that he was still awaiting reports from police over the Bangkok bomb attacks. He said he heard that police took some 10 suspects for questioning, and most of them were officials. Police invoked the martial law, which empowered authorities to detain suspects without placing charges against them for seven days. The suspects were taken to the Crime Suppression Division for questioning. CSD-beat reporters witnessed the questioning and noticed that interrogators demanded the suspects to provide their alibi when a car bomb plot against former Thaksin Shinawatra was foiled late last year. The detained military officers were also asked whether they had undergone bomb-assembling training or special warfare training. I just left Bkk A day before I left I had a conversation with a friend of mine (thai) who told me they had lunch with a thai friend who is the daughter of a retired general he says the generals were responsibile for the bombs as they wanted to increase the military budget.. tho, as with all rumours, I don't just believe it, it makes as much sense as many other reasons for the bombing

the budget of the royal thai armed forces was incresed by 39% on mid of december (bangkok post), that gives no plausible reason to place bombs 15 days later, if they wanted a 45% increase they could have done that just as well as 39%. Given the fact that the defence budget decreased since 1997 every single year, 39% is not too much.
