Report from Bangkok Post dated Thursday 22 February 2007 :- PM: Govt to prevent violence in Bangkok ============================== The government was trying to prevent the spreading of violence in the South to Bangkok, Prime Minister Surayud Chulanont told reporters during his fourth official meeting with the media at the Government House Thursday. Gen Surayud's words came after Internal Security Operations Command (Isoc), the civilian-military-police task force, revealed that insurgents might stage more violent acts in the near future. When asked if more troops would be sent to the South, he refused to answer the question, saying this was under the decision of Isoc and he would not interfere the work of the organisation. Gen Surayud added that he was concerned with the southern unrest and that he hoped to see the ease of the situation. But that could not be achieved unless there was cooperation from villagers. The premier also told reporters that he was not discouraged by criticism because he had foreseen, before taking up the post as the prime minister, that that his path was not going to be filled with rose. "I decided to take up the post because Gen Sonthi (Council for National Security chairman Sonthi Boonyaratkalin) did not have anyone else he could trust," he said. "Gen Sonthi met me three times before I agreed to take the post." "I would like to dedicate myself to the country in time of crisis and there is no hidden agenda in taking the position," he added.

Report from Bangkok Post dated Friday 23 February 2007 :- Boonrawd: Attacks in Bangkok possible ============================== Defence Minister Boonrawd Somtas warned Thursday that Muslim insurgents from the deep South might expand their attacks to Bangkok. Gen Boonrawd said the ministry discovered that insurgents were wandering around universities in the capital. "It is possible that the insurgents will expand their attacks to Bangkok, because we have learned of their movements in various universities where they conceal themselves in uniforms of students," he said, adding that it was difficult for authorities to differentiate between the separatists and innocent people 100 per cent. The Special Branch police unit had earlier said it was closely monitoring Muslim student groups in Bangkok. Gen Boonrawd added that curfew might be imposed in the southernmost provinces if necessary. However, he said the decision had to be done carefully as this might have an impact on the economics and credibility of the country. Prime Minister Surayud Chulanont on Thursday pledged that the government would attempt to the utmost to prevent insurgent violence now commonplace in the deep South from spilling over into the Bangkok metropolis. Speaking at the "Prime Minister Meets the Press" programme at Government House, he conceded that the Internal Security Operations Command (ISOC) is concerned about the possible spillover of the southern violence into the capital. However, the government would try its best to end the southern unrest as soon as possible and to curb any spread into the metropolitan area. Meanwhile, Bangkok Governor Apirak Kosayodhin told the Bangkokians not to panick following Gen Boonrawd's remarks because there was no official confirmation that insurgents would stage violent activities in the capital. Mr Apirak added that security in Bangkok have already been stepped up. As a premptive measure, the Mass Rapid Transit Authority of Thailand (MRTA) and Bangkok Metro have also sought public cooperation to have purses, parcels and other carry-on baggage examined before entering an electric train station. To step up security measures, both organisations in a joint statement asked for cooperation and understanding from passengers to allow security staff to check their packages and other belongings to prevent possible bombings on trains. Such action is taken in line with the international standard security practice to ensure all passengers get maximum safety protection abroad Bangkok trains. Passengers have been also asked not to seal their packages tightly so that security staff could open them conveniently. Both organisations said they reserved the right to not provide service to passengers not cooperating with the measures. They also suspended staircase and elevator services temporarily to ensure that all passengers walk through checkpoints. In an attempt to brace for possible insurgent attacks, the Transport Ministry had recently instructed state agencies responsible for public transport nationwide to step up security measures at all transport stations.

Report from Bangkok Post dated Friday 23 February 2007 :- Support for rebels 'now at 10,000' - Network could strike capital, says Boonrawd Insurgents in the deep South can draw on the support of an estimated 10,000 young people they have moulded into a ''united front'', and could threaten the security of Bangkok, Defence Minister Boonrawd Somtas said yesterday. Gen Boonrawd said insurgents previously could count on less than 100 people and he attributed the dramatic increase to long-term neglect of the region. The defence minister was fielding questions at the National Legislative Assembly (NLA) about the bombings in the deep South on Feb 18. He affirmed that students from the South were free to move to Bangkok, and that intelligence units were watching suspected militants believed to have entered the capital. He admitted the authorities in the South still could not bridge the gap between locals and the state, despite considerable resources, including 10,000 soldiers, 10,000 policemen, and another 17,000 people the Southern Border Provinces Administrative Centre (SBPAC) could call on. ''We do not know them. We do not know who is working against us. As long as they mingle with ordinary people, it's difficult to tell them apart,'' he said. For more than 10 years, the insurgents had been selecting young people for training. The new recruits were taken when they were about 12 years old, he added.

But officials said there was no new alert. "The Metropolitan Police are on full alert. We have maintained our security measures at the maximum level since the bombs on Dec 31," said Pol Maj Gen Kamol Kaewsuwan, deputy chief of Bangkok Metropolitan police. Since a wave of bombs on New Year's Eve in downtown Bangkok killed three and injured dozens, including foreign tourists, police have beefed up security at department stores, train stations and Bangkok's new international airport. The Thai capital was again on renewed alert after Australia, Canada, Britain and Japan warned of possible terror attacks in Bangkok and urged their citizens to stay away from crowded places such as shopping malls and stations. The foreign warnings came after Thai Defence Minister Boonrawd Somtas said that Thursday Islamic separatists from the country's restive Muslim-majority south could slip into the capital and mount attacks here. But Thai officials said Saturday no new security alert was issued, while the US Embassy in Bangkok left its travel advice on the website unchanged, urging travellers to monitor events and to avoid large public gatherings. Kamol said police have increased security at more than 1,000 locations including embassies, government buildings, shopping malls, train stations and popular tourist hangouts since the deadly New Year's Eve bombs. Thailand has also been hit by an insurgency in the Muslim-majority south bordering Malaysia. Nearly 2,000 people have been killed in the unrest since 2004, but the violence has largely been contained in the region. The government earlier denied any link between the Bangkok blasts and the southern unrest, insisting the New Year's Eve bombings were the work of factions in the military or police linked to ex-premier Thaksin Shinawatra, who was ousted in a September coup. But Thai investigators said earlier this month that a suspect in the deadly Bangkok bombings might have links to the southern insurgency.

Australia, Canada, Britain and Japan warned of possible terror attacks in Bangkok and urged their citizens to stay away from crowded places such as the city’s new multimillion-dollar airport, sky-train network and shopping malls. While admitting that mass-casualty attacks in the deep south have kept foreign visitors away from the restive region, the tourism minister believed that prospects for the overall travel market remained strong. Mr Suvit expected the tourism industry to generate a revenue of 900 billion baht this year, growing from 800 billion baht in 2006. He said most visitors would come from Malaysia, Japan, Korea, Germany, Britain, Sweden and Norway. Fresh campaigns were announced Saturday to draw visitors to destinations in the south, including a football tournament in the five southernmost provinces which have borne the full brunt of insurgent attacks in recent years. Meanwhile, he said the government would set up a one stop service centre at Bangkok’s new international airport to help tourists who are cheated by dishonest traders. The centre will have multi-lingual staff.

Report from Bangkok Post dated Wednesday 28 February 2007 :- Boonrawd warns of possible violence in Bangkok ==================================== Thai Defence Minister Boonrawd Somtas has confirmed intelligence warnings of disruption in Bangkok during the next two months, saying he is concerned about high-level violence caused by both insurgent acts and other political movements. Gen. Boonrawd commented Tuesday regarding warnings of possible violence in March and April. He said the warnings were issued to alert, not alarm, the public as the capital had recently encountered such incidents. Three persons were killed and some 40 others were wounded in bombings at nine locations in Bangkok and Nonthaburi on December 31, 2006 when New Year's Eve celebration's were set to begin. "The authorities warned (of possible further attacks) as a precaution. The public should be on alert," he said, "but not panic." Gen. Boonrawd said such violence could be initiated by insurgents or those with political agendas, which the authorities are now closely monitoring. Citing intelligence, the defence minister said that simultaneous political actions, demonstrations and protests, by different groups can be more disruptive than before. "If there are political demonstrations, and we can't control them, there will surely be violence," he said. "We are worried about the level of violence. We can see it is worse without naming groups, Gen. Boonrawd said, and repeat violence can be more violent than in the past." Realising the threat, he said, the authorities are trying to stop any recurrence. The Council for National Security (CNS) and the government are trying to reconcile dissident factions to prevent incidents countrywide, particularly in the South, the defence minister said. "We are watching a spectrum of issues," Gen. Boonrawd said. "Violence has already occurred in both the South and in Bangkok," and can happen again, anywhere. National Security Council secretary-general Prakit Prachonpachanuk reaffirmed that security measures in Bangkok are at maximum level following intelligence warnings of possible violence, especially in mid-March. Noting that some inconvenience could be encountered by security checks in crowded public venues, Mr. Prakit urged the public to kindly cooperate with the authorities.

Report from Bangkok Post dated Monday 19 March 2007 :- 'Separatists' behind Bangkok City bombs - Devices made the same way as in South ==================================================== The police team investigating the New Year bombings in Bangkok and Nonthaburi has concluded that a southern separatist group was responsible for the nine explosions. Police are now hunting for a man with a southern Thai accent who bought 300 silicon controlled rectifier (SCR) diodes, used in the assembly of bomb circuits, in Bangkok's Ban Mo area. A highly-placed source in the investigation team said the insurgent group responsible for the nine bombs wanted to show its capability to launch terrorist attacks outside its home region. Evidence collected from attack scenes and the detonation circuitry used to assemble the bombs supported the investigators' conclusion, the source said. "After examining evidence thoroughly, it was found that the bomb detonation circuits are the same [as the circuits used by a southern insurgent group]. Moreover, the materials used to make the bombs are all the same," the source said. The investigation team is now focusing its investigation on one insurgent group. The materials used to assemble the nine bombs included metal boxes containing ball bearings and nails, a Casio 200 watch, a nine-volt battery and a small deodorant spray bottle containing gunpowder. The same materials are used by the southern insurgent group, said the source. The brand and model of diodes used in the bomb circuits was also the same as the devices the group used to launch attacks in the deep South. They are SCR diodes made by Motorola. The owner of an electronics shop in Ban Mo told investigators that on Dec 23, one week before the bombings, he sold 300 of the SCR diodes of the same model, together with 300 nine-volt battery terminals of the same type that police collected from the bomb scenes, the source said. The shop owner said the man who bought them wore a hat and spoke Thai with a southern accent. Bomb disposal experts told the investigation team that the bombs used in the New Year attacks and terrorist attacks in the deep South were probably assembled by the same person. Each bomb-maker has his or her own signatory bomb-making style, the source said. The investigation team will report its findings to the Council for National Security (CNS) soon. The CNS earlier believed that an "old political power clique" was responsible for the Bangkok bombing. "Now it's rather clear that it was a southern insurgent group that launched the attacks," the source said. Assistant national police chief Pol Lt-Gen Phanuphong Singhara na Ayutthaya, who leads the bomb probe, has ordered the investigation team to gather information to identify insurgent groups capable of launching such an attack, another police source said. Another investigation team, led by assistant police chief Pol Lt-Gen Jongrak Juthanont, has asked the Criminal Court to issue arrest warrants for two suspected New Year bombers who appear in video footage from two security cameras, one at the Saphan Khwai intersection and another at Major Cineplex Ratchayothin. The team will make public the footage of the suspect at Major Cineplex on Wednesday, to seek more information from the public. The team has already publicised footage of the male suspect at the Saphan Khwai intersection and received more than 300 tips from the public.
