Nobody was hurt in Monday night's explosion in front of Major Cineplex Ratchayothin, but three phone booths were damaged. Police detained, but later released a taxi driver suspected of planting the home-made device. The Australian embassy in Bangkok issued an advisory to its citizens in late February, saying it had received reports of possible bombs in crowded places such as department stores or public transport in the capital. The advice, renewed today in an announcement, urged "a high degree of caution because of the high threat of terrorist attack". "Thai authorities have previously warned of the possibility of further co-ordinated bombings in Thailand to coincide with symbolic dates, including in Bangkok and the southern provinces," the travel advice said. "They have mentioned the Buddhist festive season of Songkran (around the period April 11-17, 2007) as a particular time of concern. We assess these warnings are credible," it said. "Further terrorist attacks could occur at any time, anywhere in Thailand," it added.

Source: The Nation, April 11: Bomb 'may have been a warning' The small bomb near the Major Ratchayothin shopping and entertainment centre late on Monday night could be a warning, Special Branch Police acting commander Maj-General Rapeepat Palawong said yesterday. "We have some information, but it remains incomplete. We are talking with the Metropolitan Police," he said. A source said after the bomb, security measures were stepped up ahead of the Songkran festival. Officials are worried about a repeat of the New Year's Eve attacks in the capital and Lunar New Year bombings in the deep South that also killed several. Major Ratchayothin was one of the targets of the December 31 bombs. Songkran runs officially from April 13 to 17. Hundreds of thousands of revellers are expected on streets across the country. "Surveillance will focus more on Bangkok than in three South provinces this time," an intelligence source revealed. Chana Songkhram police superintendent Colonel Utasin Ritruangdej - whose jurisdiction includes Khao San Road - said extra patrols would be deployed in the area over Songkran. "We have asked the Army Region 1 to deploy soldiers, too," he said. Sniffer dogs would be used around the clock during the festival. The moves follow orders from Metropolitan Police Commissioner Lt-General Adisorn Nonsee that all capital commanders tighten security, especially at spots where large gatherings were expected. Adisorn said it was clear the explosion was designed to create a disturbance. "At this point, we have yet to gather enough evidence to determine who is behind the attack." He believed the bomb was unrelated to the New Year's Eve blasts. "The bombs used at New Year's were much more powerful," he said. Metropolitan Police deputy commissioner Maj-General Krissada Phankongchuen said yesterday Monday's device was detonated by a clock and was armed with gunpowder. "It was harmful in a five- to 10-metre radius," he said. Krissada said the bomb was similar to those detonated outside the residence of Privy Council President Prem Tinsulanonda, Lumpini Park, the Manager Daily building and the Tokyo shopping centre. National Security Council secretary-general Prakit Prachon-pachanuk and Interior Minister Aree Wongsearaya insisted a state of emergency was unnecessary. Both urged the public to help prevent more attacks. Police questioned a fruit seller, a traffic-police officer, a traffic-signal technician and a Major Ratcha-yothin security guard after the blast. A Major Ratchayothin executive said the bomb did not stem from a business dispute.

The Australian Government had vague unspecific information about possible attacks prior to the 2002 Bali Bombing (referred to by some as "Australia's Sept 11th") and received criticism from survivors, relatives and other parties - the fallout of which has been that they now issue a travel warning every time a car backfires in South East Asia. In general, most people now ignore the warnings or make their own adjustments - a common reference to Bali now is whether to "travel during bombing season or not". Thailand was on the Aussie Governments heightened security risk list after New Year and is back on it again - as was Turkey a couple of ANZAC days ago but they had a record number attending the dawn service. IMHO take note of the warnings but read them in that political context. Enjoy.

Report from Bangkok Post dated Wednesday 11 April 2007 :- Police patrols in Bangkok doubled after blast ================================= Police have doubled their patrols in Bangkok in the lead-up to the Songkran festival this weekend, and are looking for the motive behind a low-power bomb blast on Phahon Yothin road late on Monday night. Pol Lt-Gen Adisorn Nonsee, chief of the Metropolitan Police, said he had increased the number of police on field duty from 1,500 to 3,000 and also put another 1,000 on standby in case of emergency. Detectives from all Bangkok police divisions were ordered to intensify their intelligence gathering, he added. The order followed an explosion in one of three public telephone booths located in front of the Major Cineplex Ratchayothin, near the Ratchayothin intersection, about 11.15pm on Monday. There were no casualties. Police believed the bomb was made with gunpowder stuffed in a 1.25-litre plastic bottle. Planted in the middle phone booth, the bomb was triggered by an alarm clock powered by three AA batteries. No shrapnel were found. The bomb was similar to the ones which went off in front of the residence of Privy Council president Prem Tinsulanonda and the office of the Manager media group in Bangkok last year, police said. The three phone booths are located some 50 metres from the front of the cinema complex. The area is practically deserted late at night. Pol Lt-Gen Adisorn said the bomber probably aimed to create an atmosphere of instability in the country, rather than to take lives. The bombing could be the work of someone with a grudge against the owner of the cinema complex or against local traffic police, or with the intention of creating public disturbances. ''I can confirm that this incident is not related to the New Year's Eve bombings because the explosives used were different. The New Year bombs were high-powered and included lethal shrapnel, but this one was not,'' Pol Lt-Gen Adisorn said. Damrongchai Pongpanich, deputy manager of the Major Cineplex Ratchayothin, rejected the possibility that the blast might be the work of someone with a grudge against the cineplex. Acting national police chief Seripisuth Temiyavej said the bombing was only aimed at making a loud noise and was not the work of an expert. He saw no links between the Monday night's blast and the New Year bombings, saying they differed in terms of methods of working, materials used and objectives. Pol Gen Seripisuth added that security was not his biggest concern duing the Songkran holiday. He was more concerned about expected high fatalities from road accidents during the long holiday period. A government source quoted assistant army chief Gen Saprang Kalayanamitr as saying there were intelligence reports about possible bomb plots during the Songkran holiday. First Army chief Lt-Gen Prayut Chan-ocha ruled out invoking the executive decree on emergency situations in the wake of the Monday night's bombing. Supreme Commander Gen Boonsang Niampradit urged the public to remain calm, saying the bombing was only aimed at creating public disturbances. Prakit Prachonpachanuk, secretary-general of the National Security Council, denied the blast had anything to do with the southern insurgency. Both Mr Prakit and Interior Minister Aree Wongarya agreed intelligence work should be intensified in Bangkok and other major cities during Songkran. Anawat Ongvasith, an executive of Major Cineplex Group Plc, said more security cameras would be installed to cover areas outside the Major Cineplex Ratchayothin, one of the nine locations hit by the New Year bombs.

Report from Bangkok Post dated Sunday 6 May 2007 :- Man injured in bomb blast near Ratchawithi phone booth ========================================= A bomb went off near a public phone booth on Ratchawithi road last night, slightly injuring one man, police said. The explosion took place at 9.40pm at Soi Ratchawithi 24, near the home of Khunying Praneetsilp Vatcharapol, wife of the late founder of Thai Rath newspaper. Police said the bomb was planted near an electric pole. Prapat Muangsongchan, 23, sustained cuts to his hands and face. He said he got off a bus and walked straight to the phone booth. He left the booth seconds before the explosion. He saw a flash, then heard a bang. Police found an AA-sized battery about 15 metres from where the blast took place. The road from Upai intersection to Ratchawithi intersection was closed to traffic following the explosion. Senior police officers including acting national police chief Pol Gen Seripisuth Temiyavej rushed to the scene. Assistant army chief and deputy secretary-general of the Council for National Security Gen Saprang Kalayanamitr had warned of possible terrorist attacks in Bangkok.

Report from Bangkok Post dated Sunday 6 May 2007 :- Bangkok security tightens after bomb ============================ Security in the Thai capital is tighter Sunday after a bomb exploded late Saturday night, officials said. First Army Region commander Lt-Gen. Prayuth Chanocha, who is responsible for security for Bangkok and surrounding provinces in the Central region, said the military has been ordered to work closely with police in finding the bomber while more soldiers have been stationed at Bangkok locations as part of the heightened security measures. Acting national police chief Seripisuth Temiyavej said the explosive was not powerful and that it was in a box with batteries attached. But then he said it was similar to bombs which exploded in and around Bangkok on New Year's Eve, which were powerful enough to kill three persons and wound 42, nine of them foreigners. Police and officials of the Bangkok Metropolitan Administration (BMA) had been ordered to tighten security at public places, government offices and department stores. BMA officials will join police in nighttime patrols while more street lighting will be installed, especially in isolated lanes and alleys. Saturday's blast occurred on a road opposite Chitralada Palace, residence of His Majesty the King, and wounded a young man. The explosion shattered glass and damaged a nearby telephone booth. Bomb experts on Sunday morning inspected the explosion site, initially finding a green plastic bag, several pieces of newsprint, a piece of metal and a brass coil. Police and other technical experts were meeting with senior police officials through the day Sunday to consider possible motives of Saturday night's bombing and materials found at the scene.

After meeting with agencies concerned on Tuesday, Bangkok Governor Apirak Kosayodhin said the city government had further extended security measures in Bangkok to prevent any untoward incident. Representatives of telephone service providers -- including CAT Telecom, TOT, and True Corp. -- attended the meeting. Telephone service provider representatives and city workers will inspect the capital's approximately 26,000 public telephone booths, the governor said, and those located in at-risk areas will be removed. Streetlights will be installed in under-lit areas and all phone booths will be modified to be transparent. The city's Environment Office was assigned to cut tree branches that hinder light near the phone booths and the Metropolitan Electricity Authority will install more streetlights in isolated areas. The BMA is also speeding up installment of 1,370 closed-circuit surveillance cameras, which will connect to the city hall computer system at a total budget of Bt 600 million. It will take about two months to finish the task, Governor Apirak said. TOT president Somkuan Bruminhent said his company will spend Bt40 million to modify about 2,000 phone booths in Bangkok. The work will start immediately in residential areas and especially crowded areas such as department stores, shopping malls and cinemas. Mr. Somkuan said TOT is ready to remove public phone booths in some areas if requested. However, he said he was afraid that the removal will affect low-cost communication services. The tightened security measures in Bangkok came after the weekend bombing at a telephone booth on Ratchawithi Road Soi 24. A young man was slightly wounded by shattered glass from the booth's glass walls.

First Region Army commander Prayuth Chan-ocha issued the alert at a weekly meeting at the Metropolitan Police Bureau yesterday. The warning was later conveyed to Gen Montri Sangkhasap, the army chief-of-staff. ''The moment we received the news, we thought it was necessary to inform the public. The news is not being disseminated to cause panic, but to make the public aware of the impending threat,'' Gen Montri said. ''Everyone needs to act as the eyes and ears of the security forces to thwart the southern insurgents.'' Gen Montri said security was now generally lax at department stores in Bangkok when it came to checking bags carried by customers, unlike after the New Year bomb blasts. Strict measures were still a must for the sake of community safety, he said.
