To me it seems all this ballyhoo is only trimming the edges off the fun times. Instead of the lights being turned on at 2am, they will be turned on at 12 midnite at worst. They're only snippping off 2 hours off the bar-scene. The losses to the common people -- the employees, vendors, bar owners, and numerous associated services -- will be much more than they imagine. Which will cost dear when they start impacting on public life. So, more disenchantment, restlessness, unemployment, social tension, and so on ? Or they just wish things will quieten down after some initial unrest ?

So why risk all this potential unrest when ultimately the bar scene is still being retained ? Step one in a gradual phase-out ? Or, just an attempt to show to Thai people -- and the world at large -- that the government is making an attempt to "clean up" ? The zoning plan seems to suggest that the idea of the entertainment industry being a tourist attraction is probably okay to an extent but not the current "shock-and-awe" effect that its abundance has on the first-time visitor.

By trimming those 2 hours are they simply seeking to snip off the tag of "sex capital" that the world's public has given BKK ?

I am probably being paranoid !

I have visited Portugal under Salazar/Caetano
Spain under Franco
Greece under the 'Generals'
The Soviet Union under Brezhnev.

The pattern is the same because people are the same.
The people at the top want to cling to power and eventually in their isolated position they see threats from everywhere.

There was a movement in Brazil called 'Tropicalissmo' formed by music artists opposed to the Military rule.
They either ended up in prison or fled to France.

The social gathering of the 'masses' to have fun is seen as a threat in some quarters. As is dissent, the Theatre and many forms of artisitic expression.

I may just be paranoid and fearful of the type of regimes in the aforementioned countries.
Spain and Portugal were OK if you were a tourist and didn't get too loud. The same for Greece.
But if you lived there or were a national it could be a different experience.

The Soviet Union..well the less said the better. A cheer went up when the aircraft took off and headed home.
I enjoyed the experience the tourists got fed up with the crap food and restrictions (unless a Committed Communist - then it was a land of glory) Difficult to judge in a week.

As I have already said a couple of times I may be being paranoid?

Tourists = Money.
Will they vote with their feet? Time will tell.

I am just sorry that for a temporary time my fun playground may be shut?

Paranoid ?

somebody made a very interesting point on another forum:

"What I don't quite understand is: the main reason for earlier closing times was to protect Thai youths from vice and drugs. The Thai government has imposed a midnight curfew on all thais under eighteen, so what does it matter what time the bars close? The young-uns are at home anyway!"

Does the thai govt now need both a curfew and zoning? Is the problem really that desperate?.I think not!

Quote from HL:
"Tourists=Money
Will They Vote With Their Feet ?"

I suspect that somewhere the adminstrators are confident that tourists will keep coming anyway for "the leftovers." Look at it this way : LOS simply has no competition anywhere in Asia. Period. So if they lob off 2 hours from the night it's pipsqueak. The sex-fiends will keep lurching at the doors anyway with their tongues dangling out. Why not try and score some points with the voting public in the meantime by demonstrating that the government is intent on a clean-up. To ensure that the main players don't get too badly hurt they let them have 3 hours of open time. Win-win all around. At least, that's the logic.

The problem, of course, is that, as governments have often found out too late, it's when you TAKE AWAY a customary freedom that the "masses" kick you in the butt. If the government were to allow extended operating hours -- say until 4 am instead of 2am -- it would earn less goodwill from the concerned businesses than the illwill generated by TAKING AWAY 2 hours.

Consenquently, early bar closing can be seen by the 'paranoid' as an outcome of a unique encounter between factors by themselves quite ordinary and common; and that the possiblity of such an encounter could be blamed to a very large extent on the emanicipation of the political state, with its monopoly of means of violence and its audacious engineering ambitions, from social control - following the step-by-step dismantling of all non-political power resources and institutions of social self-management.

Far too much doom and gloom. Guys think it through, the closing is 2am at the moment, but we all know bars we can goto till the early hours, the problem is there arent that many.
With this new closing time enforced, bars will be driven underground and forced to open until the wee hours to make a living.
What will we see IMHO is the scene growing but in a far less in your face way by driving it underground. Think Thai, "if you can't see it, it must have gone" they won't start digging deeper, Its all about appearences and if bars 'look' closed, and lights are off who cares whats happening inside after all thats how the late bars I know are operating.
