Booze ban in selected public areas

The National Legislative Assembly's ad-hoc committee on the draft alcohol control bill yesterday agreed to ban the drinking of alcohol in selected public places.

The alcohol-free zones cover temples, hospitals, places of medical services, drug stores, public offices and educational institutions, said committee spokesman Tuang Anthachai.

Declarations of additional alcohol-free zones could be made by relevant ministers and the alcohol control policy committee, to be set up after the bill's enforcement, he said.

Under the draft bill, the alcohol consumption ban would not extend to private residences, clubs or parties.

A 31-member panel was formed to deliberate the cabinet-sponsored bill after the NLA on March 29 approved it in principle.

The designation of alcohol-free zones is the first aspect of the controversial bill to pass deliberation by the NLA.

The committee yesterday concluded Section 28 which bars all marketing activities of alcohol products, ranging from free samples, price cuts, free gifts and lucky draws to the redemption of product packagings.

The committee also added a ban on tie-in sales to Section 28.

The panel agreed to Section 25 whereby alcohol manufacturers and importers must put health warnings on product packaging. The current health warnings only indicate that alcohol consumption hinders driving ability.

Any violators of Section 25 would face a one-year jail term or a maximum of a 100,000 baht fine or both. The fine has been raised from 20,000 baht in the government-approved draft.

Mr Tuang said there are three issues left in the draft bill's deliberation _ the make-up and authority of the liquor product-related policy committee, an alcohol control committee, and a total ban on alcohol advertising, which is the most controversial aspect of the bill.

The bill, passed by the cabinet in March, aims to reduce alcoholic beverage consumption. It also raises the minimum age for buying alcohol from 18 to 20.

Over 60% want a ban on ads for alcoholic drinks: poll

Most Thai youths and adults believe alcohol ads promote drinking and nearly two thirds of respondents to a recent Abac poll said they wanted the ads banned, it was revealed Thursday.

However, many respondents believed makers of alcoholic drinks would lobby to scrap a ban on alcohol ads.

The poll findings coincide with a meeting today of legislaฌtors to consider a total ban on all forms of alcohol advertising.

Abac Poll research centre director Dr Noppadol Kannika said 3,339 residents of Greater Bangkok aged over 12 were interviewed for the survey, which found that over half started drinking alcohol when they were aged 15 to 20 years old. Some 15 per cent of them started before they were 15.

About 9 per cent of the youth drinkers and 20 per cent of the adult drinkers said they drank every day or nearly every day. About 52 per cent of the young respondents and 51 per cent of the adult respondents said they saw alcohol ads daily or nearly every day of the week.

Half of the young respondents and 80 per cent of the adult respondents believed the ads affected people's drinking behaviour, Noppadol said.

They said that the ads made them feel alcoholic drinks were not evil, but just a beverage peoฌple could enjoy. The ads introduced them to various drinks and made them to want to try them, he said.

Nearly half (46 per cent) believed alcohol ads helped sales of such drinks, while 37 per cent said that was partly true, the poll found.

Over half of both groups agreed the ads helped related businesses maintain sales and helped sell alcoholic drinks to youths. About 63 per cent of the youths interviewed and 62 per cent of the adults wanted alcoฌhol ads banned in all media at all times.

The majority said alcohol should not be sold near schools or universities.

Some 43 per cent of the youths and 54 per cent of the adults believed alcohol-related investors would lobby against a ban on ads. And over a third of the youths and about half the adults believed that legislators were influenced by such lobbyฌing, Noppadol said.
