I sympathize for the lady, but what happened really does not surprise me. There is really no excuse what so ever for what happened, but from what I read in the second report she certainly should have know better to act the way she did with these men.
I don’t think this incident has sent any message to police that they did not already know – they can take advantage of pretty much anyone that is not middle-class or hi-so with little worry or punishment.
As for forming an autonomous body to try and keep things like this in check – the problem is with corruption being what it is in Thailand this “autonomous body” would soon be just as corrupt and therefore as ineffective as the rest of the system.

Kenneth, if her motorcyle was already moving, in fact moving quickly to escape from her pursuers, I don't find it surprising that it went 15 meters before she crashed after getting her arm chopped off and trying desperately to control the situation with her left hand. What's so surprising about that?
Imagine the young girl's terror trying to get away from drunken men on motorcyles, one flourishing a sword.
I don't know how she got the hospital without bleeding to death, but apparently she did. Maybe someone helped her after the crash, most likely, since she was in the town.
As far as Thai media goes, at the time they recorded it as an unfair occurence and repeated the girl's charges. I watched the news episode (I forget which chanel) when she went into the Police Chief as the article posted above explains. The camera focussed on her bandaged wounds, and the stump, several times. The Chief seemed sympathetic. But what does that mean in the corrupt and self-protecting organization of feudal men at arms in dealing with the peasantry?
Perhaps she was a little rude to the men. They were drunk and who knows how they came on to her. This young girl's only mistake was forgetting when you are poor just how dangerous it is to be a little rude to drunken vicious men whose positions as police officers, give them total license to abuse the poor and nameless.
Police officers, a colonel even, a colonel of police, whose duty is to protect society from evil doers and violence, from drunks who harrass young girls, from maddened sword wielding savages.... In the case of such men, I don't see why the punishment should not be an eye for an eye.
Split his tongue too for lying. Approached them and demanded 500,000 baht. What an idiot. It's the blatantness of these situations that is so infuriating. And yet they just keep doing it, right before our eyes.

yeah, and in case you didn't notice (well, maybe you didn't), the person who made that remark was dead serious in it - in a society and culture with such superficial concerns, where a girl over 27 or so is considered not fit for marriage, or a girl previously married commands a lesser 'price', then a girl with her arm chopped off is essentially, and literally, damaged goods and her prospects for finding a man are severely diminished, if not nil.

That's idiotic - Heather's where she is mostly because she was a lucky model previously, who had her leg chopped off by a police motorbike, IN THE WESTERN WORLD, which gave her the opportunity to marry Paul McCartney, a WESTERN MALE.
I hardly see the same opportunities for a Thai lo-so girl. If you don't see, or understand that, then maybe you have a lot to understand about Thailand.
