I suspect (hope) that the whole business is a political trade off within Thai Rak Thai. T R T is a coalition of various power groups, (like all Thai political parties). Pharachai Piumsombum draws his power base from what could loosely be described as the religious right. By allowing him to drive these regulations through, Thaksin keeps him sweet, and keeps him onside in this coalition. But, they are regulations, not laws, and therefore can be imposed, withdrawn, and enforced with a lot of discretion. Again I suspect that things will settle down fairly soon, once the bar owners have purchased enough discretion. The customers will end up paying. through higher prices.
The entertainment scene may have to become a bit more subtle. It has become a lot more in your face over the last few years (Suk Square, Clinton Plaza and corner of Asoke and Sukhumvit. ) I dont think the end is nigh.

Only the people who live near the bars that stayed open playing loud music till 6 AM would want the bars to close at 2 AM. Soon it will be midnight and within a year or two it will roll back to 10 PM.
FWIW and sometimes it ain't worth much. Thailand has deceided they want the asian family tourist and they are willing to lose the whore monger tourist from the west. China has a soon to be hugh middle class that has not traveled and Thailand wants that business. I like the Polo Club in Pattaya and when I was there. Asian tour groups would fill the place and they would consume one drink and sit there for two hours. I wonder how the club can make any money?

How can the government not realize that this will destroy NON sex tourism? How many young backpackers, couples with no children, come to Thailand if they have to be in bed every night at midnight? A few harcore diving folks may come, but for most people they can get beaches and diving closer to home, in the Carribean, Mediterranean, Fiji, etc. The attraction of Thailand I always thought was that it combined the great scenery with great nightlife and people. People that only want sex will still come, in lesser numbers, but I don't know if Nana being open 3 hours a day can draw me back. I need discos and clubs, as well as being able to go to Nana. And midnight is just way way to early for me.
What is gonna happen to the thousands of Thai's making their living on Khao San Road? Turn to prostitution? Cause that place is sure gonne die off fast with a midnight closing time.
How does any of this improve morality? Under 18's are already gonna have to be off the street, and non working girls will turn to prostitution due to the loss of tourists.

Respite for Pattaya, Phuket?
Nightspots in Pattaya and Phuket can make official requests for nightlife zoning, but there will be no exceptions made for other entertainment venues wishing to stay open beyond midnight, Deputy Interior Minister Pracha Maleenont said yesterday.
From March 1, all nightspots outside specified nightlife zones must close at midnight while the new closing times will be 2am for discos and hostess bars inside the zones and 1am for restaurants featuring musical performances.
Mr Pracha said the government would strictly enforce the zoning policy as of March 1.
Deputy Prime Minister Purachai Piumsombun had made a careful decision on the issue, so no groups could be given exemptions, Mr Pracha said.
Mr Purachai said businesses would be affected by the change, but they would have to respect the law and make adjustments.
However, nightspots in Pattaya and Phuket, which are tourist cities, can ask the social order panel, chaired by Mr Purachai, to consider declaring their areas nightlife zones.
