No, no it doesn't. A positive result rate of <4% would be reason enough to shut it down if it didn't make for such great press...

Guessing that those tests were pretty cheap since they are little more than fancy litmus paper and a cheap solvent, but factoring in manpower and all, those 118 thousand tests probably cost millions if not tens of millions of baht. How many people could have been clothed and sheltered with that money?

On the good side of things if you estimate there are 40 people in the house when a raid happens your chances of being piss-tested is less than 1 in 100. You brothers that indulge have that much less to worry about -- unless you're fond of the electric spinach in which case paranoia may destroy ya.
