Actually, conceptually a good idea - gambling's going on anyway, and huge sums of money are leaving Thailand when people cross the Cambodian border to gamle over there. Keeping it in selected areas within Thailand will help prevent the loss of those revenues.
...in theory.
...of course, in practice, it really just opens up opportunities for the usual suspects to stick their fingers in the cookie jars -- the reference to the lotto machines is just a start (I wonder who got the concessions for those machines?). Like the thread on the other site references -- Thaksin's most likely gonna be building a bunch of Casino's and his loyal lapdog will get a bone thrown to him.
Yeah, Thaksin doesn't need to be in politics anymore...

You make a very good point, don, as whatever tiny fraction goes to some sort of educational subsidy will be offset by most parents gambling away their kids allocations...
Have a BG friend with a mother with that kind of problem - she would send all the money home to pay for car, for house, and for her sister and brother's education, until one fine day she finds out that none of it was ever paid for, and her mother was additionally indebted to the local loan shark to the tune of 100,000 Baht (she only borrowed 40,000 Baht) - where did the money all go? Of course it will be argued that people w/a gambling problem are going to continue whether at a legal casino or a back room, but to think the proceeds from a casino will find their way to benefit Thai society, that's not gonna happen
