Tiger would work.
But the place is usually packed by 7pm. Probably hard to fit any number of people in there.
Similar to my comment about New Corner Bar, Boss Hoggs (across the 2nd floor from CatHouse) is still pretty empty. Just re-opened, of course. Nice place. But, Singha is 95 baht per bottle.
And if we're talking about cheap drinks, what about "Crazy Hour" at Dollhouse, on Soi Cowboy? 30 baht per drink. 6-7:30, as I recall, which would work out great.
