I stayed for 11 weeks. got the 30 day visa at the airport on arrival. after that month I went to a travel agency in pattaya and paid 2000 bht for another 1 month visa. then 1000bht for a 15 day extension. and about 1000 at the airport for overstay. I never left the country....you can purchase a 60 day tourist visa for 6000 and a 30 day extension for 1000.

Yes it is.
A RT is usually always better than OW, even if it means throwing away the return ticket. You never get 1/2 the price for OW of promotional RTs. 6,000 for OW seems decent enough.

I talked with a guy who is retired and staying (near) Pattaya. He says he has a 90 visa, and must do a visa run every 90 days. I know about the 30 upon arrival visa, the border visa runs, and the 60 day visa obtainable in your own country (USA). Anyone know about the 90 day visa. Also.... anyone know about retiring to LOS... the visa process I mean.

90 days Visa, apllied at your local Thai Embassy or Conculate, difficult to obtain, unless you are married with a Thai Citizen, have a Thai child or some other link to LOS. It can be extended easily once or twice before a visa run has to be done.
The Rules of retiring, depends where you are from, and your age.

No -impossible- to obtain unless you can document the relationship. A marriage certificate works wonders, but you can also get this visa with well-documented support of a Thai child or elder, like one of your GF's relatives.
