I can generally get straight through to the gf in Bangkok.
When I do get through she said her phone is on all the time.
I have recently been unable to get through. An operator comes on in Thai, and then I get an English voice that said cannot connect, use call back.
Just wondered how this works and if the phone is always on, is she being, not qiute with the truth, bit of a newbie with phones, ringing from the uk.

She most likely ran out of credits on her phone card. What you describe is what I have encountered before. Quite common.

Is that true? If you run out of credits on your phone card, you cannot receive calls? I was under the impression that you could. It was just that you couldnt make any calls.

according to the little pamphlet I got with a new SIM purchase :
if you run out of credits, you can still "ying toe", call them but they cannot answer, but they have your number to call you back
after the time limit also runs out, the top-ups operate on time/days as well as credit, they won't be able to "ying toe" any longer but can still receive calls
after another given time, I think 30 days, they cannot receive calls either
and after 45 days expired, the number will be null and defunc
this is what happened with my first GIK, Miss Tooragit Bundit, and she was lost into the blue yonder :-{

If the girl doesn't refill within a certain number of days, the account switches to no longer receiving calls, and switches to the recording. You are right, before that, it can ring, just not pick up (or switch to her voice mail).
My guess is that peterpan called after that initial interval, and she has no money to top up, and being a good girl she doesn't turn any tricks for top up cards -- or her phone was just stolen, and she doesn't know his number by heart, or have a backup (also a common occurence, as you would agree...

It will also go to voice mail if the telephone is turned off or the battery is dead.

I assume you are getting the 'Welcome to Call Back Service" message?....from AIS?
If she has not set up her voice mail you will receive this....
if the phone is busy...she could just be making a call. Also I get it with some people if their phone is off, their are out of range, cancelled you because she's with someone else, many many reasons, even if she fails to answer after a set number of rings....does it ring first or go straight into the massage.
So really, how do you expect us to answer why you cannot get through to someone we know nothing about?
Great thread though, fantastic to see Daffy trying so hard to get the definitive answer, it was such a generic question (and not really about BKK) even he had a chance.

It rings twice then straight into the message.
I got an email this morning to say,her phone is playing up. it is an old decrepit Nokia, so I expect to buy a new one in March.

I have been waiting since I wrote this for some one to
ask for her telephone number. no chance.

To my knowledge I have never met anyone from the forum that I disliked in person. In summation I dug you no more than I would have dug anyone else, and far less than some I would.... 
Actually, I have absolutely no recollection of meeting you, my guess would be the RT at the bar behind Bamboo, as that RT had quite a few people I cannot remember. However if you consider me not liking you better to not remembering you, I shall start to dislike you, to make you feel better.
The fact it rings twice may mean she has cancelled the call, that's what happens when I call a mate of mine who cancels the call if he is in a meeting or something. If it is twice every time, maybe she has it set to go to callback after 2 rings without knowing it. That could be what she considers to be the 'fault' in her phone.
I too have a very old Nokia, I can't abide cameras etc in phones, it receives and makes calls, spec fulfilled in my book, plus when I lose it, people bring it back!!
