As I know, Thai Goverment ie TOT and CAT have provided special promotion for VOIP used to outside Thailand and for internal Long Distance Call. For CAT they give promotion 7 Baht flat rate in anytime (day/night) to 31 Country. This both mobile phone and fixed phone. For National Long Distance Call I am not sure how much but heard from Thai friend that still fair enough price also. You can see at www.cattelecom.com

well not so the rates are sometimes and the number are always busy. They are like the rest of the special service here in thailand so and so and sometimes. But check out the websites for better info

When dialing from my 1-2-call phone, I dial 009+country code+number. To the USA and many other countries, it is 7 baht per minute and the connection is always excellent, you notice no difference in quality from a local call. I believe this promotion is ongoing and constantly renewed.

But here's the really relevant question, which still doesn't appear to have been answered in this thread: How to get a VoIP solution, which gives the user a local Thai phone number, to call and call out from, which is VoIP compatible with other VoIP systems in the world (like Vonage - meaning calls from and to other Vonage numbers, to this Thai number would be free). There appear to be providers that are more than happy to set you up with an internal VoIP system, provide your with LD plans, but nothing remotely similar to the way Vonage works. Dr. von Quack!
