If you already have broadband conneciton, the best way to call Thailand from USA is via VoIP phone.
http://www.packet8.com
Rate is $.10 per min to mobile phone, and $.06 per min to land phone.
You will have to pay $19.99 for unlimited local and long distance calls in USA but since you can get rid of your land phone or pay only basic fee for your land phone, it can save your phone bill as well.
They charge by second, and as soon as you make a call, your usage is posted in your accont so you know exactly how much you have spent this month. It makes easier to controll your phone bill.
I tried many different calling cards but they always almost have some sort of hidden charges and they don't accurately measure the time you call.

I am in contact with a girl, she phones me and I phone her, but my phone bill has "gone up" let's say, pretty substantially.
Are there international "phone cards" or something that I can get to keep the cost of the calls down for a 1 off payment?

This is cheap.
It's does cost more phoning LOS if you use your mobile depending on what network you're on.
On my moby it costs about 26p/m mobile to mobile during the week, but on Sats/Suns it's only 5p/min.
Use the land line if you can,it's much cheaper.
