I provide http://www.wanttocall.com and yes people get arrested. They get arrested and let go as usual. The funny thing is that the same people providing the CAT and the goverment with lines also provides the "underground" with lines. Understand that for be able to call to a country you need some one or some people provide a HUB or Trigger point in this country. This people are the big risk takers they trigger every call you call and direct it to the local bangkok number. There is few in Thailand and when the big good once get arrested you can her the voice quality go down for a week or so untill they up and running once more.
What you need is "fast line" some Cisco servers and some know how and of course 20 -200 phone lines.
All companies including SKYPE or any phone CARD are using the same companies its just how much they want to charge you in the end. With the new laws comming to effect I guess we will see the price go down even more and not so many arrests. What they arrest you for? For the hardware it is not ok to have or take in any VOIP hardware to Thailand at all. Also for not have a telecom licens (you could not get one for 5 years) and off course not paying tax.

Yesterday I was in my local Tesco in the UK and picked up a brochure on their VoIP package which gives VoIP access world wide, all calls to landlines in the UK, Australia, Austria, Belgium, Canada, China, Cyprus, Denmark, France, Germany, Greece, Ireland, Israel, Italy, Japan, Netherlands, New Zealand, Norway, Poland, Singapore, Spain, Sweden, Switzerland, U.A.E. & USA are 2p (1.4THB/0.035USD) per minute.

And calls to Thailand are only 6p (4.2THB/0.105USD) per minute, calls to mobiles in USA, Canada, China & Singapore are only 2p per minute as well.

What I was thinking, as this system was intended for Tesco customers in the UK to make cheep calls from their home computers that it is highly likely that you could log on from virtually anywhere in the world including Thailand.

I suspect the quality my be not as good accessing the internet from Thailand due to poor quality ISDN out there, anyway here is the information for anyone who wants to give it try.

Another totally free way to make calls is to use ”Skype” promoted by Ebay calls computer to computer worldwide are free, no wonder Thaksin ditched his telecom empire, if it dose not work well now it soon will, as the quality and price of the technology improves.

The broadband phone is free and then you pay $34.99 per month. This will give you an LA or NY number and you get unlimited calls to the USA and Thailand for free. No per minute charge. If dialing a number in the states just dial 1-xxx-xxx-xxxx. If calling in Thailand just dial the Thai number as if you were in Thailand. 08-xxx-xxxx. My wife calls home every night for about 45 minutes and then sometimes in the morning. There are a couple of things I like about this service:

As daffy mentioned I can take this with me to Thailand and plug it in to a broadband connection and call the states for free or can call the U.S. or Thailand from anywhere in the world for that matter as long as I have a high speed connection.

I can forward the calls to a Thai number. If I travel to Thailand I can forward the U.S. number to my Thai mobile. That way when someone calls the LA number my phone rings in Thailand. Family and friends do not have to punch in a thousand numbers on a calling card to call me. Just the LA number. I can also do the same if travelling in the states I can transfer the number to the tgf's mom and we call the LA number and she can chat with the mom as we vacation in St. Thomas since my cellphone works there.

My friend wants to call his Thai girl and I transfer the number to his girlfriends number and he calls for free. All these changes can be made from the website.

VoIP service is legal in Thailand since January 1st, 2006. So far the only company that have been granted licenses by the NTC are the ISP with a default license. Other company that want to operate a VoIP service need to apply for license to the NTC.
So far the only company that have started a VoIP service with a soft client is CAT (sawasdeetalk) afaik however CAT would have always been authorized to run this service so nothing really new here. I guess the largest ISP (e.g True Corp & loxinfo) will start service soon.

for those who dont know NTC is the National Telecommunication Commision which is the regulator for a year now.
