it's my understanding that the phones nowadays (at least the good ones) detect on the last digits of a number... so the prefix shouldnt matter.

but what do you mean prefix??? If this '8' is only a new part of the prefix and not part of the distinctive number it would not create new sequences for new phone numbers... But there will be other digits after the leading 0 in the future...
This explanation would mean detection based on max 8 distinct trailing digits (for Thailand).
With only this rule we would have a big mess with numbers from other countries which are longer and where the last 8 digits are not sufficient for distinction...

Actually it does.
In the old system, you have 01-XXX-XXXX, 04-XXX-XXXX, 05-XXX-XXXX, 06-XXX-XXXX, 07-XXX-XXXX and 09-XXX-XXXX right?
Now, with the 081-XXX-XXXX... they wlll now be able to add 082-XXX-XXXX, 083-XXX-XXXX, etc. 02-XXX-XXXX and 03-XXX-XXXX are land line numbers, so using the 08 prefix they will be able to add 082 and 083 to the range of numbers, though I don't really that much of an increase in numbers.

Old numbers still working OK from the UK @ today, but Thai family in NEast say some numbers they dial have already changed some have not.

I bought a new phone, just so I could download a dandy little Symbian or Java program to change all the numbers automatically
and I have found that the majority of mobile numbers can now be contacted using the new 08 numbers
but for some reason, some phones are not broadcasting the new numbers when they call out
doesn't matter much really, because as Sentry stated, it recognizes the caller based on the digits starting from the right
they did this years ago to recognize +66-1 numbers and 01 prefixes numbers in your phone book, back when 01 was the only prefix for mobiles

I think the idea of introducing another digit is that in the future, they will be able to have 08, 09, 01, 02 etc. thereby giving them a huge number of possibilities...
