FWIW, I use http://www.telemessage.com for web-based SMS-origination. I send SMS'es to dTAC and one-2-Call (AIS) mobiles successfully, with replies coming to my designated contact point, a U.S./AT&T Wireless mobile phone. SMS'es cost $0.10 USD (ten cents) each to send.
