No, you can't.
While early reports suggested that hackers were just a few days away from unlocking the iPhone, it hasn't happened.
If some reports about a 1024 bit encrypted key being required is true, it might take some time.
You should, however, be able to roam on AIS and DTAC networks using the ATT SIM card if you have already activated your iPhone on ATT in the U.S. Even then, ATT has some strange rules about having to be a customer for 90 days before being allowed to roam internationally.
And you can always use it as an expensive iPod.
