The funny thing is, that a personal conversation in the car doesn't necessarily have the same effect because someone in the car realises anything distracting the driver’s attention, they share the perception so to speak.

I've often wondered about just that question. This is as good an explanation as can be had, I suspect.

When I went to my first driving test in Texas some 35 years ago, one of the tricks the examiner used to pull was to deliberately try to distract you with idle conversation. If you were distracted he failed you on the spot.

Another little known fact is that many states have laws that can fine a driver for not having both hands on the steering wheel. If you reach for your coffee - Bam! - you have a $50 citation. This was one of the 3 AM Laws, so named because the Police would only enforce them a 3 AM when they were bored out of their skulls.

In any event, I believe that 90% of the phone conversations that drivers are having whilst on the road could wait until they got to a stopping point.

And no Duck I do not have any hard figures on this so do not bother to ask...

Well here is an unconfirmed fact from left field.....

I have been told that interpreters at the United Nations do their work [German in the ear, Spanish out the mouth] while reading a novel.

If this is true there is no reason why a conversation need impair your driving abilities.

OK, OK not every driver will be a trained professional, so the law is needed because of those too careless to keep the road first on their mind.

Cheers

Unfortunately, 90% of those driving are too dumb to construct a sentence, much less be able to construct a sentence and operate machinery.

To carry your analogy further, you are in essence implying that you should be able to drive a car, and read a book at the same time, without any disastrous consequences (the analogy cuts both ways) ? I would hope you were having your tongue planted in your cheek, as I would not want to assume you're that dumb to really believe so.

If there is anything DUMB going on here, it is the erroneous inference that I implied driving a car and language interpreting are similar activities. I will assume the positive and guess that you are smarter than your BTF handle name would suggest. Maybe you had a 'senior moment' there ?

Report from The STAR (Malaysia) dated Saturday 28 July 2007 :-

Hands-free kit not safe enough
========================

IS it still safe to drive even when your handphone is equipped with hands-free kit?

Road Safety Department director-general Datuk Suret Singh thinks such behaviour is dangerous and has asked the Malaysian Institute of Road Safety Research (Miros) to conduct a study into this matter.

“Depending on the outcome of the study, we will forward our recommendations to the Transport Ministry for action,” he told reporters at the launch of the inaugural Scania Driver Competitions (Malaysia/Singapore) 2007 in Shah Alam recently.

“At the moment, we do not have the statistics of accidents caused by the use of handphones with hands-free kit while driving,” Suret said.

Suret, who is not in favour of motorists using handphones including those equipped with hands-free kit, said drivers should be fully focused when handling their vehicles.

“All it takes is two seconds in lapse of concentration to get into an accident,” he said.

Suret also said many motorists were still using handphones without a hands-free kit while driving although it was against the law to do so.

“We need to discipline ourselves while driving as we are also putting the lives of other road users at risk,” he said.

He also expressed his disappointment that motorists were sending SMSes with their handphones while behind the steering wheel.
