I think,, right about now, while I would tend towards his conclusion, I would maintain more of a "Jury's still out" attitude on the way how Thailand will be covered. While I do believe that initially iPhone 3G won't be available in Thailand, as it will be in some countries in the same region (Singapore and Australia, for example), the iPod Touch has always been available - and it would not make sense for Apple to exclude Thailand from the App Store.
The only factors that could stand in the way, would be purely operational or political -- in essence, it may require Apple to have a presence in Thailand - while it does, I'm not sure if the business groundwork has been laid for the kind needed for operating the App Store.
Also, while iPhone 3Gs may be available in MBK (and the 'classic' iPhones may go up in price, as long as the 3G is not hacked - which may be a while, 6 months, if not longer), not sure about the value (except poseur) seeing as how there is no usable 3G network in Thailand for the time being....

Talks to bring Apple Inc's iPhone to mainland China have cleared their biggest hurdle and are now focusing on practical issues, the country's top mobile operator China Mobile Ltd said on Friday.
But there is no timetable for when China Mobile would bring the iPhone to mainland China, a spokeswoman said. "Apple is no longer insisting on a revenue-sharing policy, so the biggest hurdle for China Mobile to bring in the iPhone has been cleared, but there are practical issues still to be resolved," said China Mobile spokeswoman Rainie Lei.

Either way, the pressure is starting to work - it's easy to drag their fee still, now - just wait until everyone else has the new 'in' phone, and mainland china does not. Boy, will that be fun.
I predict that sales of snap on covers to look like iPhone 3G will do brisk business.

Hmmm... I hear that for China Mobile/Unicom, the Chinese government is much more troublesome to deal with than Apple at the moment. That's where the practical issues really are now.
