Cabinet gives nod to ban on phone use while driving

The cabinet yesterday approved a proposed amendment to the 1979 Traffic Act which seeks to ban people from using mobile phones without a hands-free device while driving. The amendment was put forward by the Royal Thai Police Office, which said the use of mobile phones while driving increases the risk of road accidents.
Deputy government spokesman Chotichai Suwannaporn said the police, who are responsible for enforcing the traffic law, would issue directives governing the use of hands-free devices.
The drivers of vehicles which are equipped with special communications devices, such as police and emergency relief cars, would also be barred from using mobile phones without hands-free sets, he added.
Under the draft law, violators would be subject to a fine of 400 to 1,000 baht.
Mr Chotichai said a panel scrutinising the proposed amendment had studied the traffic laws of several countries.
Only four countries - Israel, Japan, Portugal and Singapore - ban the use of mobile phones and hands-free sets while driving,
Several other countries allow motorists to use their mobile phones while driving provided they speak through a hands-free device.
He said given the country's poor traffic management, the use of hands-free devices was necessary.
The draft is pending scrutiny by the Council of State before it is submitted to the National Legislative Assembly for consideration

This is so funny. Will they bar eating, smoking or playing with the radio next.
Enforce the laws on the books now like motorcycles going down the wrong way on the road, cars and buses crossing two or more lanes of traffic. Now that would be real traffic problem progress.
