Because this is Thailand. In some venues (and with some girls), the expected rate for ass-f***ing is less than 3000 baht. That is why they can "legitimately" hand her less than 3000 baht because the going rate is less than 3000 baht.
Pay less than the going rate, you are overly cheap. Pay the going rate, you are a good customer. Pay above the going rate, you being overly generous. It is up to you.
