I understood the american term of sweat pants to have the same meaning as jogging pants that are full length, either tight-fitting or loose and baggy sports running attire.
The sweat pants referered to here at Tulip massage, as is known in the U.K. anyway, as hotpants are a short, tight-fitting pants that can be rather sexy, depending how slender, smooth and silky the wearer's thighs are.
