No, the law says 'carry your passport at all times'. You may often get away with a copy, but that's up to the generosity of an individual.
Can you tell me where to find that law?

Yes and I can't find it.
Sorry I have run out of posts. I know what the British Embassy website says and I know what Immigration and other Police will tell you. What I want to know is where is the enacted law. Because I cant find it. And I've looked and I've asked lawyers and very senior Immigration officials. So if somebody can quote me Chapter and Verse I would be much obliged.
Any lawyers out there?

I suggest a quick scan of your conditions of entry on the back of your visa and the acts that it refers to, and they in turn refer to.
Remember the document you fully read, understood, accepted and signed and dated at the airport.
Just for a laugh read the back of the US Immigration card, where you agree to completely give up ALL your rights as a condition of entry.

As one of the previous posters indicated, the risk that your passport will be lost or stolen far outweighs the very small chance that you'll need your passport at some point to show the authorities and it's difficult for me to believe that they are going to haul you off to jail if you don't have it in your posession. The police are not stupid and know that tourists are concerned about the security of their passports and know most people secure them in hotel safes.

Even if you do have your passport with you, if they want to get you, they will get you. There is very little adherence to the law here in LOS. It is who you know and how much they can extort from you. I live here and could tell you stories but I will not bore you. Carrying a color copy will be good enough almost certainly unless you curse the King in public with a megaphone. Then you will be dead in about 3 minutes.
So many real things to worry about here....like staying alive while crossing a street here in Bkk. No kidding. Or no seat belts in taxi back seats with the crazy drivers.

I have always left my passport in the room's safe and took a copy.
Have been checked once last year during a bar raid, did not have problems.
But always remember, police mentality in thailand is :
"I am the law"
I just mean that if one police officer does not like your head
(or whichever part of you) he will teach you who is the boss.
That said, if you have to deal with the police
be ALWAYS polite and humble.
