UPDATE ON NEW VISA RULES - an email from a reader, 13 September.

I went to Department Of Immigration on Soi Suan Plu to ask some questions and this is what I got:

1.) There are some changes for perpetual tourist. This is the new routine:

a.) Maximum of three 30 day stamps in a period of 90 days. Then you have to wait another 90 days before you can get a new stamp. So you can make 3 visa runs in a row.
b.) After you've made 3 visa runs in a row, you need to travel to foreign country and apply at a Thai embassy for 60 day visa. The rule is 3 30 day stamps in 90 days. The new rules do not prevent you from re-entering with a 60 day visa which you can extend for 30 days at Immigration department in Soi Suan Plu.
c.) With the tourist visa you will clear 90 days, 60 day tourist visa and 30 day extension. You are free to go back to (a.) and repeat the process.

2.) What about my 5 years of consecutive visa stamps from Cambodia, Laos, Malaysia and Burma? They don't mean a thing. Don't worry about those. The new rules take effect Oct 1 2006 and they start counting stamps after Oct 1st 2006. All stamps and visas before Oct 1st 2006 are of no concern.

so if thats true you can apply for 4 tourist visas at one time although they must be used 6 months from issue date, thats still nearly 9 months though, leaving onece every 3 months.

From Thai Visa,

http://www.thaivisa.com/forum/index.php?showtopic=83253&st=0

This is the order that governs visa exemptions. Note this paragraph:

3. According the Article 13 (3) of the Ministerial Regulation which stipulated the criterions, practices and conditions regarding the verification, exception and the changes in the visa requirements B.E. 2545 (2002) dated on 16th August B.E. 2545 (2002), within six months period, the holder of passport or substitutive documents which issued by any country that is approved by the Minister of the Interior, under the approval of the Cabinet, to enter to temporarily stay in Thailand for tourism purpose, shall be permitted to enter Thailand several times. Each permitted time shall not be exceeding 30 days period, and the total period shall not be exceeding 90 days from the first day that the passport holder arrived in Thailand.

It appears that you are allowed to stay in LOS on a visa exemption for no more than 90 days in a floating 6 month period. So it is not the number of stamps but the number of cumlitive days.

It is also interesting to note that this is not a new regulation but the enforcement of existing statutes...

Okay...so say I used my 3 x 30 day visa exemption entries. I could then pop across to vientiane and get a 60+ 30 tourist visa and come back into Thailand. When the tourist visa expires so will 90 days will have passed for me to be able to get another 30 day visa exemption entry.

There is some speculation on the thaivisa.com that when they say...

Each permitted time shall not be exceeding 30 days period, and the total period shall not be exceeding 90 days from the first day that the passport holder arrived in Thailand.
... that they are defining "total period" as the total period of days you are PERMITTED to stay, not the total period you have stayed in Thailand.

But I'm sure all of this will be hashed out and explained (or not implemented) before Oct.

CG,

If you read the entire paragraph to put the statement in the proper context the regulation allows for multiple entries, of which the total number of days is not to exceed 90 day in any 6 month period.

It is similar language to my OZ and Brasil business visa which allows me multiple entries not to exceed 180 days in one year.

EDIT IN: I just happened by this reference:

http://www.immigration.go.th/nov2004/2notice/newpro.html

This should put all your questions regarding tourist exemptions to rest.

Now back to the party...

ok i'm a little drunk at the moment and to my red eyes it seems as if you may have misunderstood my previous post.

a voa and a tourist visa are two different things. A tourist visa will still be avilable at any thai embassy or consulate. You can apply for up to 4 at a time each application and each tourist visa is valied for 60 days with a 30 day extension option at 1900 baht (at thai immigration offices). Voa are 30 days with the option of a 10 day extension. So in a 6 month period with the tourist visa you can potentially have three tourist visa lastnig you just under 9 months.

If for whatever reason your business or pleasure situation requires you to have more than 3 voa in 6 months just get a tourist visa, it's incredibly easily as long as your are anywhere near physically or postally a thai embassy or consulate.

if you live here on a permanent basis and do the monthly visa runs just start geting a tourist visa it is far less hassell and probably around the same cost, on a 12 month basis.

Amen to all the f*** faces assuming truth and all that.

Thanks Broken Leg, sounds clear to me...

1.Go home or any other country where you can get 4 x 60 day visa from Thai embassy or consulate.
2.Then return, enter with 60 day visa.
3.60 days later apply for 30 day extension.
4.When 30 day extension runs out do visa run if you still have 60 day visa left go to 2 above else go to 1 above.
That will give you 360 days in Thailand and only 3 Visa runs.

Or you could try:
1.Go home or any other country where you can get 4 x 60 day visa from Thai embassy or consulate.
2.Then return.
3.Enter with VOA.
4.Wait 30 days and do visa run.
5.Repeat 3 & 4 above two more times.
6.Enter with 60 day visa.
7.60 days later apply for 30 day extension.
8.When 30 day extension runs out.
9.Do visa run if you still have 60 day visa left and go to 3 above else go to 1 above.
That will give you 720 days in Thailand and 15 Visa runs.

This dose not really effect me, I am the type of tourist that Thailand wants, I have to return to my own country to work, earn lot’s of money and comes to Thailand twice a year for 2-3 weeks each visit spending plenty of money.
