If money is not an object, I would suggest Ambassador Promotions or High Society Escorts. Its basically the same outfit. The person who runs it, Mr. Nathan, keeps a good collection of everyday girls, models, locals and some CIS and South American Girls.
I have used their services a couple of times. The best thing to do is visit their offices in the evening at the Orchard Shopping Center past Mandarin Singapore Hotel. You can usually see a few friendly girls sitting around and also you can go through a album and Nathan or his staff can guide you through the process.
Its rather pricey, last time I used it, we were able to bargain it to about S$ 600 for three hours. This included about 1 1/2 hours of social time and the rest of fun.
