44 men in Singapore charged with having sex with minor

SINGAPORE — The first group of men who allegedly paid for sex with a minor via an online vice ring — a case that grabbed headlines in February because it involved high-ranking men in the public and private sectors — were charged in court yesterday.
Among the 44 who entered the dock were former Pei Chun Public School principal Lee Lip Hong — the only one who said he intended to plead guilty — ex-lawyers, naval officers, a policeman and managing directors of private firms.
The offence carries mandatory imprisonment — paid sex with a girl under 18 carries a maximum penalty of seven years in jail and a possible fine.
Lee, 39, faces two charges of having commercial sex with a minor. He was not represented and told the court he is not looking to engage a lawyer.
Lee had unexpectedly quit his job last December, telling parents of his former students in a letter that he was leaving because of personal reasons and family commitments.
It is not known how many underage girls are involved, but Tang Boon Thiew was named as the man who provided the prostitutes for the 44 who were charged yesterday.
Tang has been charged with 34 counts under the provisions of the Women’s Charter and one count of commercial sex with a minor on November 4 last year. It is not known if more charges could be pressed against him. Offences relating to prostitution under the Women’s Charter criminalise those who live off the earnings of prostitutes, among others.
In all, 60 men were said to have been called up to help in the investigations after their numbers were found stored in the mobile phone of the underage prostitute.
The men charged yesterday are aged between 21 and 48. All except two are Singaporeans.
They are said to have paid between S$450 (RM1,080) and S$850 for the sexual services; some for a period of as short as 45 minutes. The offences allegedly took place between September 23, 2010, and February 18 last year.
Most of them allegedly took the prostitutes to budget hotels around Bencoolen. One of them had his tryst at Marina Bay Sands.
Criminal lawyer Subhas Anandan, who is representing the most number of the accused, argued that the charges against his 10 clients were flawed because they lacked the particulars of the alleged prostitute. The court heard that these details were left out at the direction of the Attorney-General’s Chambers.
Anandan said his clients would be claiming trial because they cannot plead guilty to the charges that did not state the name nor age of the prostitute.
Outside the court, Anandan told reporters: “How is anybody going to know what he is charged for when you don’t know who the girl is, and what her age is? We just can’t accept the word of the prosecution... We are going to ask the prosecution to give us further particulars. If they do not, we will take it up in the High Court.”

SINGAPORE: An unfolding scandal over an under-age call girl has shaken Singapore’s political and economic elite after businessmen, civil servants and uniformed officers were charged in the case.
Prostitution is legal in Singapore, but 48 men ranging in age from their early 20s to late 40s have so far been charged under a 2008 law making it a crime to pay for sex with a girl under 18.
Singapore has long been perceived as a conservative, even prudish, city-state but it has a thriving sex industry dating back to its beginnings as a key trading port of the then British empire.
The latest case has shone a spotlight on its pragmatic approach, which instead of seeking to close down the sex industry aims to tightly regulate the trade to protect minors and ward off criminal involvement.
An elementary school principal who pleaded guilty to engaging the under-aged girl’s services became the first to be punished when a district court on Friday sentenced him to nine weeks in jail for the offence.
Among the remaining accused are five foreigners including Juerg Buergin, a 40-year-old Swiss expatriate who had worked for banking giant UBS.
The most prominent of the Singaporeans charged is Howard Shaw, a high-society figure and grandson of Runme Shaw, co-founder of cinema and property empire Shaw Organisation, which is also active in charity causes.
The gossip mill went into overdrive when it was disclosed that Shaw, a 41-year-old with two daughters from his first marriage, had sex with the teenager just a month before tying the knot with his second wife, a former beauty contestant still in her 20s.
The two appeared on a recent cover of high-society magazine Singapore Tatler as the poster couple for an article on “great romances” among the rich and famous in the city-state.
Singapore websites and social media are swirling with speculation that more men will be charged even as the identity of the girl, only 17 when she had dalliances with the accused, is being concealed by court order.
People have also been sharing purported pictures and salacious descriptions of the girl, described by a defence lawyer as a “hardcore prostitute”. But apart from generating juicy gossip, the high-profile case has also won the authorities plaudits for their rigorous handling of the issue.
“This is the first time that cases of obtaining paid sex from a girl under the age of 18 has been exposed and enforced on such a large scale,” said rights group the Singapore committee for UN Women.
Singapore’s legalisation of the sex trade makes it a “pragmatic” and “unusual” exception in a region where prostitution thrives but is officially banned, said Reuben Wong, a political scientist at the National University of Singapore.
The under-age prostitution scandal was “an embarrassment for Singapore as a society, because it has such a squeaky clean, puritan image,” but reflected well on the state’s strict laws on the sex business, he said.
Brothels operate openly in Singapore in the notorious Geylang red light district, and self-declared prostitutes are required to undergo health checks.
“We recognise that it is not possible to eradicate it and forcing it underground will lead to the greater likelihood of involvement by triads and organised crime, the trafficking of women, and public health risks,” Ho Peng Kee, then a top official of the interior ministry, told parliament in 2009.
Wong told AFP: “Prostitution was legalised to bring this sector under close government control — for economic, moral, tax reasons.... The main overarching theme is we keep it under government control.”

*Mid-2016 Update* (non-Geylang)
- Internet: Go to the Singapore Backpage site, then -> escorts/body rubs/massages. Wide variety there but here's a few things that stand out for me:-
-> CIS/Eastern Euros/Russians and some Koreans: Cheapest I've seen is SGD160 for 45 mins a pop (these are the limited 'special offers'). Most are with agents/pimps offering both incall and outcall, and a handful are 'independents'. A range of prices, most starting from 250/hr. Some start at 600/hr.
-> Viets, Pinays: Also a mix of agents and 'independents'. Generally 200 a pop, and above.
->PRCs: Varies. Some work out of hotel rooms, others in spa/massage joints, and others are 'escorts'.
-> Brazilians, Brits, Aussies, some Koreans, others: Mostly independents. They tend to be most expensive (though that's an understatement). Brazilians can be had from 300/hr; for Brits and Aussies that 300 would probably only get you 30 mins 
-> Also a variety offering only body-to-body massages and/or handjobs. YMMV. Most of these are in the Body Rubs or Massages section.
- Ipanema (Orchard Towers)
