At least I can say I saw a marked improvement in condom use from the year before. Most often they had them with them or asked before leaving with me if I had them.
I was there in PP during the Riverboatrace Festival of 2003. And every girl insisted on latex and there were dozens of boys and girls (looked like students) that were distributing condoms in the crowd along the river. And since half the country was there, I don't think it hurt the anti HIV campaign. So they are busy educating the people.
