Apparently you don't.
The rule is pretty simple - One Customer, One Barfine. (and it's not really a 'rule', more like a 'guideline', or a 'book of suggestions')
To explain it in a bit more complex terms - a barfine is paid BY THE GIRL, in order to compensate the bar for har absence. That's why it's called a Bar *FINE*, not a Bar *FEE*. It is, in essence, a fine the girl is assessed in order to make up for her absence from the bar - kinda like calling in sick, but having to pay for it.
When these girls are in the bar, aside from encouraging you to barfine them, their job is to motivate you to buy them, and their friends, drinks. If she's not there, no one drinks. Hence, she is *FINED* by the bar for not 'doing her job'. In many cases, the girls also get part of the barfine, and part of the ladydrinks. It's really an easy to remember system - it has to be, in fact, it's easily understood by extremely drunk people.
*THAT* is how it works - and that's why the Mamasan probably considered you to be 'good riddance' as a 'cheap charlie'.
Not only that, you also bailed on the girl that showed up just for you (or so you were told), and who left empty-handed despite looking you up. Heck, maybe she even got fired as a result of that.
Thus, based on what you descibed, I would hardly consider this a rip-off or a scam, but pretty much normal operating procedure.

NaughtiusMaxiumus is right on the button the girls have a set number of BFs and Lds to get every month, in fact their salary is self funding. Some girls who are real pullers for a bar work differing systems, lots of girls in Playskool, Suzy Wongs etc can roll in late, go early turn down punters as they have earned well for the bar over time.
You mentioned in your post that it was 20? of the month so your girl may have been down on her BFs, now she can make em up by you paying or be docked, I wonder which she would prefer?
As others have said BFs are not an exact science as car discounts are neither. Plus you have the Thai factor of take your money now cos maybe your dead tomorrow.
As for you telling the bar that you will post on the internet, well you have and so what!! I've been going to LoS 7 times a year for over 7 years, during that time I've had BF runners, starfish, nutters and thankfully 100s of great girls who shag like hell are a great laugh, pack my suitcase and dont nick a thing, who took care of me when I was sick. I think a lot of confusion from some guys, might come from the fact that the system in PI works a little different, but it is also open to scamming. Over there the bf is a number of drinks, so it might be 10 drinks that the girl has to have been bought for the night before she can go, this is a cummulative thing, 1st customer 3 drinks, 2nd customer 5 drinks and then thoeretically the 3rd customer if he wanted to take her, would only have to buy 2 drinks more. Sometimes it would not be divulged truthfully exactly how many drinks are left, but if the girl really wants to go, she will tell you EXACTLY how many are left. So, 1 night, 1 barfine, if she went back into work, she may be able to leave instantly with another customer, not sure exactly how that works over there, or if they are allowed to come back into the bar even
