In your opinion, is it better to use WOTIF way early or wait closer to departure to book through them? Are the deals changing constantly? I am planning to land mid July for 2 weeks. Thanks!

My opinion, at this time, I would go on the Promotions thread and check with Tim (Saucytim).
He's the real deal.
On a generalized basis, I think WOTIF works best 2-4 weeks out. The hotels manage their load's constantly, and the only part of WOTIF I really want are the "specials", and they are time sensitive. If you get too close they can sell out or at least some nites will sell out, breaking your stay, or your rate.
