I went with a work collegue to this newly opened place last week. The review in The Nation says it all, not a bad spot. The night we were there, the band sounded great, and it wasn't too crowded. Nothing exciting, but a change of pace from same same.

Review from The Nation is here:

Groovy baby

New retro pub Decibel offers fans of the 70s a chance to turn on, tune in and rock out

Decibel
991/1 Lat Phrao Soi 23
MRTA: Chatuchak
5pm to 1am daily

Are you over 35 years old? Do you feel a fond nostalgia for flares, lava lamps and sounds with a distinctly psychedelic twist? Then you’re definitely fully qualified for entry at the new pub and restaurant Decibel on Lat Phrao Road.
Opened last week, Decibel’s retrospective concept harks back to the ’70s, an era that evokes happy memories of simpler times for those of a certain generation – and has a distinctive soundtrack to match.
The journey back in time begins at the entrance, set back from Soi Lat Phrao 23, where a neon sign reminiscent of Scala cinemas or US diners, motels and drive-throughs of the ’70s advertises the pub.
With the mood suitably set, before taking the winding stairway to ’70s heaven, check out the pool underfoot to gather your classically cool composure. Strutting up the stairs visitors are then greeted by a psychedelic rainbow of colourful geometric wall lights – a trip down memory lane indeed.
“It is like a mini concert hall or mini theatre, decorated with a lighting and sound system, like Lido in France, so that everybody can see the stage show from their seat,” says Sunate “Tao” Burakasikorn, the founder of the new venue and former drummer of 1970s rock band Chocolate. And with capacity for 300 groovy souls, that’s no mean feat.
The vibe is heightened inside by bright walls painted with flower-power patterns in vibrant shades of hippie-chic. But aptly enough for a music venue, the focus of the interior is the stage. The state of the art set-up features world-class design and uses two systems of springs and hydraulics to create the perfect platform for the venue’s sounds.
“Springs set under the floor of the stage help to decrease the reverberations of the bass and drums which enhances the acoustics at the same time, making the sound clearer. The hydraulic system also allows parts of the stage to move forward into the audience. It is used for the rock band Kaleidoscope’s show. Nevertheless, the most important thing is that sound system must be clear and not too loud – 90 or 95 decibels,” explains Sunate who explains that he spent Bt60 million on perfecting the pub.
Two in-house bands – pop combo Flash and rock band Kaleidoscope – take the stage nightly from 8pm, and on Thursdays and Fridays, Sunate’s own band Decibel take to the floor. The Beatles cover band Beatles Nuts, will also provide a monthly performance of the Fab Four’s hits.
“It’s not so easy to find places to listen live music from the ’70s on the club scene these days, but you can enjoy those classic sounds here,” says Sunate. “The play list includes a range of ’70s music from hard to soft rock, glam rock to disco and pop.”
The artists played tribute to at Decibel include Uriah Heep, The Scorpions, Deep Purple, Grand Funk Railroad, The Beatles, Aerosmith, The Bee Gees, Cream, Queen, Three Dog Night, The Who and Rod Stewart. There might also be an occasional live performance by artists from GMM Grammy or RS.
The restaurant offers a comprehensive menu of over 100 dishes, most of which are Thai, with some Thai-fusion options and prices ranging from Bt70 to Bt300. Recommended dishes include yam pak krob decibel (deep-fried morning glory salad, Bt110) and nue pad horapa krathiem sod” (fried beef with basil and garlic, Bt120). Savour the flavours of the ’70s.

I came in a taxi from the north, so I did not go in from Lad Phrao Rd (I don't think). When we were leaving, I did not pay much attention, but if I remember correctly, very shortly after we were in the taxi, we were passing the Lad Phrao MRT station, so I think it is quite close to Lad Phrao Rd. Probably best to call them to clarify.

Here is another review I found. They called it "the most beautiful rock venue in Bangkok, bar none, full of great live music and really tight bands":
