I saw an interesting TV documentary about this subject. A study between a group of high-risk African prostitues showed that nearly all of them were infected. But a few of them were not - and the researchers did identify a gene that they and their relatives had that seemed to give them immunity.
However, research is slow - and getting a working vaccine on the market is a very time consuming task. I will still be surprised if this puzzle is'nt solved in a 10 year span.

On the other hand, 800,000 infected males in a country of 250 million + is actually a VERY small amount - you'd think it's way more by the way the media reports it. 60,000 females even less so - you sure those numbers are correct?
