I cannot speak for Thailand but in but as a PR in Singapore the VAT Refund people can bounce my Passport number against a database and find out that I am a PR.
I seem to remember that on the VAT refund form it indicates that any receipts you have refunded must be less than 30 (?) days old.

Here's a classic for T.I.T. and VAT. I bought an HP computer at Panthip (not cheap) about two years back, and, of course, got all the info I needed for VAT. Set it up in my aparment (where it still sits, lol!).
Well, if you read the VAT instructions, they say you gotta take your purchase out of the country to get the refund at the airport. I hadn't noticed that little rule. When I got to Don Muang with my TGF, I dutifully went to the VAT office, and showed the lady my paperwork. She was a middle-aged beauracratic type, and I figure, nothin' but problems. She asked me some questions about the computer, including where it was. My TGF explained in Thai that it was at our apartment, also unaware of the rule. As she was doing this, I was scanning the form and noticed that little requirement. Yikes! Nothing I could do at this point.
So I continued to produce my best ear-to-ear smile, and after some brow-scratching, the lady stamped all my papers and showed me where to get my refund. I was amazed, thanked her politely, and got the heck out of there before she changed her mind.
A while later, I had the baht in my pocket, and was sitting on the plane, ready for takeoff. Go figure.

In the last dew weeks I have been to Koh Samed and to Khao Yai.
In Samet they gave me the Thai price without even asking me to see my Work Permit, this was the resort office, I guess they knew as my secretary had booked it.
In Khao Yai, she asked me if I had a WP? I showed her, she asked if my friend had one (he doesn't, but he does work with me, just time processing), she gave us Thai price 20B.
Still no personal experience of some of the complaints
