The 5th of December is the Official Holiday, the 6th is the Substitute Holiday.
Official Thailand -- government offices and banks, many large businesses, etc. -- which would normally be closed on Sunday the 5th will shutter on Monday the 6th.
Unofficial Thailand -- pretty much anything you can do to have a good time -- will observe the holiday on the 5th.

Yes, I can add on Basil's post, that Loy Krathong is a fun day to get a girl. I was in Pattaya last year and every place was open and specialy made up. Many girls were specialy dressed in traditional thai dresses.

Just got off the phone with my friend at Star of Light. Star of Light is going to be locked down all day - Sunday DECEMBER 5 2004 for the aforementioned holiday.
BKK will be a ghost town on Monday Dec. 6 as the Thai's take the additional holiday they have awarded themselves.
