Alcohol sales set to be banned at roadside stalls

Starting from the New Year holiday period, roadside food stalls will be banned from selling alcoholic drinks, while all sales of alcoholic beverages will be limited to 11am-2pm and 5pm-midnight, Public Health Minister Pradit Sinthawanarong said yesterday.
Violators will face up to six months in jail and/or up to Bt10,000 in fines.

Pradit said a meeting of the Alcoholic Beverage Control Committee yesterday approved three PM's Office regulations.

The ban on roadside alcohol sales, except on personal property, was imposed on grounds that consumption of alcohol causes traffic accidents, he said.

The time limit on alcohol sales covers all sellers, except at international airports' duty-free zones and service establishments.

The third measure bans alcohol sales and consumption in state-run parks, he added.

'A GIFT TO THAIS'

The three regulations would be submitted for approval to the National Alcohol Beverage Policy Committee, chaired by Deputy Prime Minister Plodprasop Suraswadi, before the |premier signs their implementation. He said he expected the regulations to take effect during the New Year period as a gift to Thais.

Dr Saman Futrakul, director of the Disease Control Department's Office of Alcoholic Beverage and Tobacco Consumption Control Committee, affirmed the first regulation banned alcohol sales on all parts of roads, hence owners of food stalls with seating areas on footpaths would face punishment if they sold alcoholic drinks.

He explained that the second regulation eradicated a loophole in the previous regulation, which punished sellers with retail licences with two years in jail and/or a Bt4,000 in fine, while unlicensed establishments that sold alcohol outside the allowed time got away with paying a Bt500 fine. The second regulation will see a reduced jail term but a heavier fine, he said.

The third regulation only covered park areas. Hence Bangkok's Suan Rod Fai, which also had a market section, wouldn't be covered by this new rule, he said.

New rule hoped to take effect New Year's Day

The sale of alcohol in public places will be restricted under a Health Ministry draft regulation.

The Health Ministry board, chaired by minister Pradit Sintawanarong, approved the regulation yesterday.

Likely to take effect on Jan 1, 2013, it prohibits the sale of alcoholic drinks on footpaths, in public parks, and in public areas nationwide.

Retail alcohol sales will be permitted only from 11am-2pm and from 5pm-12am except at international airports and at licensed entertainment venues.

Violators of the ban could be jailed for up to six months and/or fined up to 10,000 baht.

Mr Pradit said the regulation would help cut road accidents because there will be fewer outlets selling alcohol.

The regulation, to be proposed to the board of national alcohol-related policy, chaired by Prime Minister Yingluck Shinawatra, would be enforced under the Office of the Prime Minister.

Officials hope the regulation will take effect on New Year's Day, a time of year when alcohol sales typically peak.

Saman Footrakul, director of the Alcohol Beverage Office, said the regulation had undergone public hearings before being proposed.

He said several public surveys conducted last year also showed most people backed the restrictions.

He said up to 80% of 5,000 people surveyed by Dusit Poll supported a ban on alcohol sales on the streets.

Nearly 83% of 7,000 people questioned in 24 provinces also said alcohol sales on the streets and public areas should be prohibited.

He said enforcement of the regulation would depend on local authorities.

"The big question is how we can persuade local authorities to enforce the law," Mr Saman said.

Alcohol sales are permitted 13 hours per day EXCEPT from 2 to 5 pm. So why not then? What am I missing here?

Quite a bit I think, the available hours are only 10 per day, not 13 !
The idea was to try to stop daytime drinking, but the stupid thing is if you buy at least 10 liters you are legally allowed to purchase alcohol anytime you like (although some 7-11's don't know about this rule).
Villa sell wine all day long, or at least i've never been stopped from buying 1 or 2 bottles outside of the allowed time. Not to mention your mom&pop shops sell no matter what.
To me, this is a crackdown on the transportable local whiskey huts that have set up on roadsides in most Thai moo baans, they're everywhere these days, sell to anyone and tend to have a short skirted, low cut top lass serving you. Its some kind of home brew from up country.

But to be honest, if this gets rid of the shit all over the Sukhumvit area late at night then great. What a seriously low class eyesore.
