The problem with the students around Victory Monument, and that area to Century Plaza, then up Rangnam road, is they are all highschool students, and you'd run the risk of messing with under 18 year olds.
It is also real hard to get anyone of them separated from the crowd of other students they are always with. They are never alone in that area.
Down the road toward the river from Victory Monument you get into the University hospital area that has college age medical students. Lunch time around the area has possibilities with someone clean-cut looking for a good place to eat, or directions to where ever, and asking the obvious nursing students, that also speak passable English.
They are not after extra money though so be aware of what they ARE looking for. Most have not had time with their commitment to school for a boyfriend, if they currently don't have one, or are not married. The ratio is about 50/50 of them being single.
Going into that area from 11:30am until 1:00pm will give you a clear image of where, and how to play it. At least you should be able to get lunch company with a group of them to start. Remember though, do not ever bring up money, or even offer taxi fare if you do get a date. Buying lunch would be stretching it.

Thailand's ratio of young teenage mothers is now the second highest in Asean.
With a pregnancy rate of 54 out of every 100,000 teenage girls under 18, this figure puts the Kingdom just behind the number of young mothers in Laos, a senior official said yesterday.
The figure, based on the National Statistics Office's 2013 report, was also way beyond the World Health Organisation's standard of 15 per 100,000 teenagers. Laos reported a ratio of 56 young mums, according to Child and Adolescent Mental Health Rajanagarindra Institute (CAMRI) director Mathurada Suwannapho.
Citing another report in 2012 by the Health Department's Bureau of Reproductive Health, she said a total of 3,725 girls under 15 gave birth while some 15,443 women under 20 were "repeatedly pregnant" and giving birth.
"The issue of teenage mums needs all sides to help solve it because immature pregnancy could affect the new-born's development. Hence the institute launched the 'Love Say Play' project after 2012 to provide accurate information regarding sex to high school and university students, in the hope of keeping them well-informed and to try to prevent immature pregnancy," she said.
Youngsters were at risk in other ways too, she said. Some 723,268 Thais aged from 15-19 drank alcohol, while 9 per cent of Thai teens aged from 15-18 were smokers, and some 1.5 million youths over 12 liked playing online games, which could draw them into online vices.

Almost half of girls in the seven provinces with the highest teenage pregnancy rates started at having sex at the age of 16 or younger, according to a government-sponsored research study. Speaking at a workshop on ways to avoid unplanned teenage pregnancy, the director of the Centre for Research and Training on Gender and Women's Health at Khon Kaen University said the research was conducted in the seven provinces with the highest teenage pregancy rate in 2011.

I'm sure it's been mentioned before but....
Terminal 21 and the area is hopping with uni girls. Not only is there a school or two right up the road, it's the intersection for BTS and MRT so they all flock thru the malls there before or after school. I've met a couple there so far. No action yet but it's promising.
